SUMMARY

OF MEETING HELD ON SEPTEMBER 7, 1989 WITH CONSUMERS POWER COMPANY REPRESENTATIVES TO DISCUSS SIMULATOR FACILITY PLANS FOR BIG ROCK POINT On September 7, 1989, members of the NRC met with representatives of Consumers j Power Company (CPCo), to discuss the latest plans regarding Simulator Facility Plans, 10 CFR 55.45(b) for Big Rock Point. The meeting participants are listed in Enclosure 1. i CPCo gave a brief history of their efforts and NRC interactions starting from a the Utility Simulator Facility Group (USFG) up through the meeting on May 9, 1989 between CPCo and the NRC on the same subject. Hl CPCo stated that they have bids on a Big Rock specific simulator and a CRT training aid. To obtain this equipment for complete physical fidelity would be  !

cost prohibitive. An evaluation, which CPCo felt may also be cost prohibitive, l will need to be done to back up the use cf the Dresden simulator tc test and train license candidates. They would use Dresden controls but will use plant q specific labels, overlays, scaling modifications or other surface enhancements to more closely approximate the BRP plant. CPCo is looking at software changes to represent the Big Rock Point Plant more accurately but this would be driven  ;

by cost and the availability of the Dresden simulator because of its own  !

certification process _for the Dresden plants. CPCo feels the Dresden simulator l is a valuable tool both for initial and requalification training.

There will be a static mockup built of the Big Rock control panels which will have pictures of the actual panels. CRTs may be used with this mockup. The  ;

plant will be used as much as possible for such evolutions such as pump and 1 diesel operations and there may be actual plant startups. ]

The staff indicated that the fidelity issue can be addressed by other techniques with an analysis of any exceptions or deviations. These other techniques would model Big Rock Point processes to compensate for the Dresden simulator differences.

The plan should be packaged as close as possible to the rule. This same package

.would need to be developed if the final course of action is an exemption request from the rule.

It was noted that training is a concern because of equipment purchases anc installation, time for approval of the program, and development of analyses ,

of the plan compared to the rule with an assessment of any deviations. An exemption from the completion date may be needed.

There appeared to be no commitment on remedies of known deviations. A team shoulo do a program evaluation and assessment of deviations and should include operations, training, engineering, and human factors personnel.

CPCo stated that they are living to the plan of their original submittal of May 26, 1988.

Another meeting will be scheduled after CPCo has developed a plan along with a complete package that evaluates how the plan meets the rule with en assessment of any deviations with a commitment to remedies.
