TENNESSEE VALLEY AUTHORITY CHATTANOOGA. TENNESSEE 37401 SN 157B Lookout Place 00T 031989 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Hashington, D.C. 20555 Gentlemen:

In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT (SQN) UNITS 1 AND 2 - MAINTENANCE INSTRUCTION (MI)

ENHANCEMENT EFFORT SCHEDULE During an NRC maintenance program inspection (Inspection Report [IR]

Nos. 50-327, 328/87-37) exit meeting conducted at SQN on June 26, 1987, NRC Inspector L. J. Watson requested that SQN provide a schedule for completion and identification of the high pr 9rity mis and instrument maintenance instructions '(IMIs) to be completed in the first phase of the MI enhancement effort. TVA provided this information in a letter to NRC on August 14, 1987.

Additionally, in a letter dated February 27, 1988, the SQN schedule was provided for completion and identification of the remaining mis.to be completed in the second phase of the MI enhancement effort. In a TVA letter dated July 11, 1989, TVA committed to provide NRC with a revised schedule and status by October 1,1989. This letter is to update you on SQN's approach to the future schedule and implementation of the MI enhancement project.

SQN is committed to an MI enhancement effort. N 9cifically, this project implements the objectives of Section 4.2.2.2 .c Volume 2 of the Sequoyah Nuclear Performance Plan. Additionally, TVA considers the enhancement effort to be part of the long-term procedures upgrade program that was committed to in Volume I of the Corporate Nuclear Performance Plan. SQN's MI enhancement plan has been previously transmitted to NRC, as well as two detailed schedules and progress reports. To date, SQN has approved over 500 mis resulting from this enhancement effort. Experience indicates that plant operating requirements and changing priorities that are inherent to nuclear facility operations have and will continue to dictate specific MI enhancement priorities and schedules. Schedules will be continuously revised to better support identified activities, such as the Eagle 21 installation and 3

resistance thermal device bypass implementation scheduled for the Cycle 4 g refueling outages. Plan implementation refinements may be warranted in the future consistent with overall SQN objectives. Changes of this nature do not ocs 38 affect the general implementation of an HI enhancement effort.

l

$$ SQN's commitment to the enhancement effort is demonstrated by the significant 85 progress in completion of MI enhancement efforts to date. TVA will continue gg enhancement efforts but does not believe continuing to provide detailed

<> c enhancement schedules for specific procedures is of particular benefit. TVA 8 will continue to implement an MI enhancement program making the information pg regarding planned and actual performance available to NRC.
