FOR MAY 13,1998, MEETING WITH BOILING WATER REACTORS VESSEL AND INTERNALS PROJECT (BWRVIP)
EXECUTIVE OVERStGHT COMMITTEE (EOC) REGARDING STATUS OF BWRVIP REVIEWS On Wednesday, May 13,1998, members of the U.S. Nuclear Regulatory Commission (NRC) staff participated in a public meeting with members of the Executive Oversight Committee (EOC) of the Boiling Water Reactors Vessel and internals Project (BWRVIP) at the NRC's Rockville, MD, Headquarters to discuss the otatus of the various BWRVIP documents that have been submitted and are planned to be submitted, and the staff's review of the BWRVIP submittals. is the May 13,1998, meeting participants. Attachment 2 is the BWRVIP meeting view graphs.
The meeting began with an introduction of all present, a brief description of the purpose of the meeting, and opening comments of welcome from Brian Sheron, Acting Associate Director for Technical Review, Office of Nuclear Reactor Regulation (NRR:ADT), and Carl Terry, Chairman of the BWRVIP. Mr. Terry then began the BWRVIP = presentation (see Attachment 2) with a brief overview of the present organization, and a discussion of the BWRVIP's key activities in 1998. An invitation was extended by Mr. Terry for the staff to participate in the BWRVIP's symposium on November 12 - 13,1998.
The BWRVIP Technical Chairs then presented the present status and key issues for the Integration, Assessment, inspection, Repair and Mitigation committees, which is outlined in.
Mr. Terry continued the discussion with a status of key technicalissues, starting with the staff's review of the BWRVIP-05 report. Specifically, Mr. Terry suggested an additional meeting on this report, which the staff agreed to set up after the staff has issued a request for additional information (RAl) related to axial welds. Mr. Terry then stressed the resource savings inherent in reviewing the license renewal appendices submitted to supplement certain of the BWRVIP documents. The staff agreed in principle, but reiterated that there is not presently a lead BWR plant to justify the resource expenditure. Mr. Sumner stated that Southern Nuclear Company, the licensee for Hatch, is committed to license renewal and is expecting to submit its formal request for license renewal for Hatch in 1999; therefore, work on the BWRVIP license renewal appendices would be beneficial in the shor1 term.

Mr. Terry then discussed how the BWRVIP is developing a process for its members' utilities to implement the staff approved BWRVIP documents, but that this process has not been completed or approved. The staff requested that due attention be paid to implementing the BWRVIP documents in a manner consistent with the regulatory framework, and that the BWRVIP keep the staff informed on this issue.
Finally, the BWRVIP direction in 1999 and beyond was discussed, with the key work being items of significant generic value (e.g., BWR integrated surveillance programs, UT inspection technologies, etc.), which will allow the industry and the staff to maximize return on investment.
The BWRVIP staff and the NRC staff agreed to continue to meet to discuss emerging technical issues, status of technical reviews and resource allocation. Further meetings will be scheduled as needed.
