Dear Brian:

i As a follow-up to our recent telephone conversation concerning a planned l Wor.kshop on the Use of Cement for the Solidification / stabilization of 4 Low-Level Radioactive Waste, I am herewith extending a formal invitation to the Utility Nuclear Waste and Transportation Program (UWAST) of the Edison Electric Institute (EEI) to participate, through its member utilities, in the Workshop. The Workshop will take place from May 31 i thru June 2, 1989, inclusive, and will be held at the Gaithersburg )

Marriott Hotel. As we discussed on the telephone, the purpose of the Workshop is to provide an improved understanding of the technical concerns regarding the use of cement for the solidification and stabilization of low-level radioactive wastes and to develop initiatives that can lead to regulatory resolution of these concerns. Because the bulk of the required information resides with persons working in the field; viz., waste processing system vendors, utilities, national laboratory researchers, industry consultants, etc., we believe that considerable progress can be made by bringing these people together to share their experience and expertise in a Workshop environment. We therefore request your assistance in contacting utility representatives who may be interested in attending the Workshop and who would be willing to contribute in the planned working group discussions and plenary sessions.

As currently envisioned, the Workshop would begin with a plenary session in which formal presentations would be made by representatives of the vendors, utilities (one spokesman) and national laboratory researchers.

There would then be four individual working group discussions:

(1) Lessons Learned from Small and Full-Scale Waste Forms; (2) Laboratory l Test Experience and Application to Problem Waste Streams; (3) Stabilized l

Waste Form TestLig Guidance; (4) Waste Characterization, Pre-treatment, l and Process Cont:ol Programs. I hereby request that UWAST/EEI arrange f for a utility representative to speak at the opening plenary session. I

) also request your recommendations for up to four additional utility l radwaste people that we could contact regarding participation in the working group discussions.

Brian Farrell F f- We are interested in people with hands-on experience in (1) waste stream characterization at the plant, (2) PCP testing at the plant,.(3) full scale testing, (4) waste solidification at plant using in-house staff.

Individuals who have specific experience with the resolution of . ,

problems which hav'e occurred during actual.. solidification operations would be especially useful.

Please note that though the working group discussions will be . limited to the actual working. group members, attendance.as observers at the group working sessions will be open to all in attendance at the Workshop, and provisions will be made for question and answer. sessions.

Thus, the Workshop is open to all utility / nuclear industry personnel interested in cement treatment of LLW, even persons who would not make formal presentations or take part as working group members. Note further, however, that the total attendees must be limited to 200 persons.
