Vermont Yankee Response to Inspection Report No. 50-271/88-20 This letter responds to your request of January 24, 1989 [ Reference b)],
associated with Inspection Report No. 50-271/88-20.
Specifically, your letter stated that the number and diversity of deficiencies recently identified in the Vermont Yankee Fire Protection Program are of concern and that the aggregate of these items indicates a potential weaknest in Vermont Yankee's management over-sight of this program.
In accordance with your request, Vermont Yankee has reviewed this situation and herein informs you of our assessment and planned corrective actions.
As a result of our review, we have concluded that the number of recently j
identified events in the fire protection area can be attributed to generally increased sensitivity by plant personnel to this area of concern as a result of management involvement.
During our review, elements of the Fire Protection Program were evaluated j
to ensure that processes, procedures, and controls are in place or are being l
addressed to not only meet applicable regulatory requirements, but facility and l
program needs as well. As described in prior correspondence associated with each of the recently identified fire protection License Event Reports
[ References c) through f)), improvements in procedures, operator training, fire l
brigade training, design control, and surveillance are among the ongoing efforts designed to address identified Fire Protection Prograin needs. These efforts were evaluated and are now being implemented as coordinated improvements within Vermont Yankee's Fire Protection Progrem.

Page 2 The Fire Protection Program and its implementing procedures are currently undergoing revision.
Presently, all fire protection surveillance tests are j
controlled within one master procedure. This single comprehensive procedure is being separated into individual procedures and reassigned to the responsible l
implementing departments to help ensure control and accountability of applicable l
Fire Protection Program requirements.. Additionally, new and established proce-I dure objectives are being reviewed to determine appropriateness.
Each individual procedure will include a detailed examination for accuracy, clarity, and ade-quacy of meeting procedure objectives.
Technical Specifications and other regu-latory requirements will be clearly identified within the procedure to provide l
added control and further ensure compliance.
Further, as detailed in our response to Inspection Report No. 38-14 (Reference g)], the drawings for Vermont l
Yankee's Fire Protection System are being revised to enhance the level of infor-mation and detail provided.
These efforts will be completed before the end of this year.
We have also focused management attention on improved root cause analysis requiring failure mechanisms and contributing causes be well understood and appropriate corrective action taken.
As a result, if a new problem with the Fire Protection Program should surface, management attention will be focused on identifying the root cause and providing a long-term comprehensive resolution to i
the discrepancy.
Vermont Yankee believes that the initiatives described above will serve to minimize the number and diversity of identified deficiencies in our Fire i
Protection Program. Vermont Yankee has scheduled a special audit of the entire Fire Protection Program, with an emphasis on management oversight, in the fourth quarter of 1989 to measure the effectiveness of the program changes.
Further initiatives, if necessary, will be based on the results of the audit. We are committed to the continued safe operation of our facility and recognize the importance of our Fire Protection Program in this regard. Accordingly, we will continue to ensure the adequacy of, and evaluate potential improvements to, our Fire Protection Program.

Further, we are prepared to meet with you and your staff to present and discuss our Fire Protection Program, including the direct management oversight of this program, if you desire.
