REVIEW OF REVISION 19 OF THE QUALITY ASSURANCE PROGRAM DESCRIPTION - DUANE ARNOLD ENERGY CENTER (TAC NO. M99765)

Dear Mr. Liu:

On May 22,1998, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 223 to Facility Operating Ucense No. DPR-49 for the Duane Amold Energy Center (DAEC) in response to your application dated October 30,1996, as supplemented. As part of this amendment, certain quality assurance (QA) related requirements were relocated from the

' Technical Specifications to the Quality Assurance Program Description (QAPD) in accordance with NRC Administrative Letter (AL) 95-06, " Relocation of Technical Specifications Administrative Controls Related to Quality Assurance," dated December 12,1995. As discussed in the safety evaluation for Amendrrent 223, the staff found that thei relocation of the specified TS requirements to the QAPD was acceptable, in that changes to the QAPD will be adequately controlled by 10 CFR 50.54(a)(3).

By letter dated September 25,1997, as supplemented on January 5,1998, you submitted Revision 19 of the DAEC QAPD which included the relocations described in Amendment No.

223. The staff has completed its review and determined that Revision 19 of the DAEC QAPD continues to comply with the criteria of Appendix B to 10 CFR Part 50, and is therefore acceptable.
