Dear Ms. Birnie:

I am responding to your letter, dated July 1, 1989, to Senator Barbara Mikulski, which she sent to the Nuclear Regulatory Comission (NRC) for consideration. In this letter you request that the NRC and Baltimore Gas &- Electric Company (BG&E) jointly conduct public meetings regarding the recent problems at the Calvert Cliffs Nuclear Power Plant in Lusby, Maryland. For some time, the NRC has been concerned about the declining performance at Calvert Cliffs and, consequently, has undertaken substantial efforts to ensure that the facility will be operated safely and to encourage the Baltimore Gas & Electric Company (BG&E) to improve the quality of its performance. These efforts have included (1) a substantial increase in routine and special NRC inspection activities at Calvert Cliffs, (2) the Tssuance of a Confirmatory Action Letter reiterating the actions that BG&E must complete before it restartseitherreactor,and(3)theestablishmentofanNRCpaneltoevaluate the adequacy of the BG&E Performance Improvement Plan, which was developed by the licensee to provide long-term corrective actions for programmatic deficiencies existing at Calvert Cliffs. Throughout the pursuit of these activities, the NRC has held numerous meetings ( l with BG&E management. In accordance with NRC policy, these meetings have been i noticed in advance and have been open to the public. In addition, all correspondence between the NRC and BG&E, including inspection reports and assessments of licensee performance, are publicly available. The NRC staff also maintains an open and communicative relationship with the Government of the State of Mar Resources (DNR) ylandstatus on plant by routinely briefing the and by providing Maryland copies of all NRC Department of Natural correspondence with BG&E to DNR, the Maryland Public Services Comission, and l the Maryland People's Counsel. Though a number of public meetings have taken place or are planned for the future concerning significant issues and activities at Calvert Cliffs, I believe that an additional public meeting could be beneficial in providing an opportunity for members of the public to be fully infortued of the status of Calvert Cliffs and to have an opportunity to provide input to the NRC staff on the adequacy of the licensee's performance plan. Consequently, arrangements  ! will be made for the NRC staff to meet with the public in Calvert County, l Maryland, at a date in the near future.
