Task Order No. 9 Entitled " Participate in Financial Assurance Workshops," under Contract NRC-02-95-002 In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No.
9.
This effort shall be performed in accordance with the enclosed Statement of Work and the Contractor's technical proposal dated February 27. 1998.
Task Order No. 9 shall be in effect from May 15. 1998 through December 14, 1998 with a cost ceiling of $27.903.
The amount of $25,860 represents the total estimated reimbursable costs and the amount of $2.043 represents the fixed fee.
The obligated amount shall, at no time, exceed the task order ceiling.
When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order.
Any work undertaken by the Contractor in excess of the obligated amount specified oaove is done so at the Contractor's sole risk.

~ CONTRACT NO. NRC-02 95-002 TASK ORDER NO. 9 PARTICIPATE IN FINANCIAL ASSURANCE WORKSHOPS
1.0 Background
The Nuclear Regulatory Commission promulgated decommissioning financial assurance regulations on June 27,1988. The regulations provide that certain NRC materials licensees were to submit certifications of financial assurance or decommissioning funding plans by I
July 27,1990. In July 1992 and August 1995, Headquarters held a number of workshops in the l
Regions and at Headquarters discussing financial mechanisms and related guidance in order to provide the licensing staff witn the necessary information required to review the submittals.
Financial Assurance workshops for Agreement State staff were also held in August 1993.
1 2.0 Obiective The objective of this task is to assist the Nuclear Regulatory Commission licensing staff in the Regions and Headquarters in understanding NRC's financial assurance requirements.
i 3.0 Technical and Other Soecial Qualifications Reouired l
The contractor shall provide two persons with the technical expertise and familiarity with NRC finanical assurance regulations and guidance to prepare and present materials and answer technical questions related to the materials.
4.0 Level of Effort The level of effort for this task is estimated to be 0.10 s ta f f y ea r.
l 5.0 P_eriod of Performance The period of performance for the work specified in this task order shall begin on May 15, 1998 and shall expire on December 14, 1998.
6.0 Scooe of Work The work effort will entail participating in three financial assurance workshops for the licensing staff. The work effort will include the following subtasks:
Subtask A: The contractor shall update the presentation materials it used in previous workshops given to the NRC Regions and provide the workshop materials for review by the Technical Monitor. The updated materials should include recent NRC's experience with financial assurance.
's Subtask B: The contractor shall support MRC staff in conducting presentations and answering l
questions from the licensing staff on financial assurance matters related to the decommissioning rule. The workshops are expected to be held during July or August of 1998.

L 7.0 Govg/nment Furnished Materials NRC will furnish the contractor with copies of overhead projection pages that were used in previous 1995 NRC Regional Workshops.
8.0 Ec.hedule and Deliverables The Technical Monitor will coordinate the schedule for the workshops with the contractor. The schedule for the workshops will be provided to the contractor at least 60 calendar days prior to the start of the workshops. Subtask A must be completed at least six weeks prior to the i
scheduled workshops and subtask B will be completed by participation in the workshops, i
9.0 Travel It is expected that the contractor will provide two people to participate in the workshops which will be held in the Region i offices in King of Prussia, Penne;ylvania, the Region til offices in Lisle, Illinois, and Headquarters in Rockville, Maryland.

A kickoff meeting will be scheduled upon definitization of this task. An addit;onal meeting will be scheduled following completion of the presentation materiais required by Subtask A.
