Dear Mr. Matthews:
In response to your staff's request for verification from NRC regarding cover placement procedures at the Durango UMTRAP site, our position regarding the proposed change from the test fill procedures is as follows.
NRC does not evaluate alternative methodologies for achieving the standards.
As long as an equivalent end product is achieved, NRC is not concerned with minor procedural changes.
However, any deviation from the approved specifications or RAIP should be forwarded for our records.
For this specific issue, one way you could verify that you are achieving the specifications would be to place the material using the new procedure and take some field measurements.
If you are clearly meeting or exceeding the specifications, you could be pretty well assured that NRC would not have any problem with your alternative procedure.
