REGION / RESIDENT FEEDBACK ON LICENSEE ACTIONS FOR RESOLUTION OF DEGRADED NON-CONFORMING CONDITIONS OniSeptember 20th,lI participated in a resida t seminar at Region III. My.
presentation covered the NRR preliminary chart on Licensee Action For Resolution of Degraded and Non-Conforming Conditions.- I had met with Hub Miller and Tom Martin on the previous day to discuss the Region III reactions '

and coments. As'a result of our discussions, Hub and Tom shared the
-presentation on the 20th with the residents by providing recent examples of
- the process applications in Region III. This arrangement was very effective' and Hub Miller and Tom Martin are to be commended for their active interest and' feedback on the subject and their leadership to promote the-trial use.
Some of the more significant feedback topics are as follows:
Region.III is expected to ask NRR for a clear statement to the
'effect that a licensee can identify components that do not fully meet a code requirement and having made a successful prompt determination of operability, continue to operate while the-deficiency is being corrected. The Region representatives agree with the' position but believe a clear statement from NRR would be helpful.
Corrective Action Plans need to be defined in terms of immediate tasks for prompt attention and longer term activities'to correct the deficiency.
Immediate concerns need to address the reassurance of operability (especially w) hen engineering judgement alone is used for the prompt determination, determination of root cause and prompt feedback to other system-and components to completely bound the extent of the deficiencies, and identification of the accidents for which safety function is required.
Generic guidance on cascading tech specs is urgently needed. The letter from Dr. Murley to D. P. Hall dated August 21, 1989 on the Clinton issue of support equipment is very good but viewed by too many as officially applying only to Clinton.
(I understand that Mr. Partlow also u
heard this concern, or something like it, as a result of his presentation to the residents on the previous day.) Operability is a big issue with the Region and residents and it was suggested the next seminar deal with the issue as a separate subject.
I have since discussed the issue with Jose Calvo.

Overall, I was pleasantly surprised by the Region III and residents receptiveness-to our efforts. We have.already begun to receive valuable feedback on the process and I think we will receive more as it is applied.
