STAFF MARKUP OF THE OWNERS GROUPS ' PROPOSED NEW STANDARD TECHNICAL SPECIFICATIONS (OG-STS)
Enclosed are marked up.pages incorporating staff comments on the L
proposed.. Standard Technical Specifications (STS) for the Containment Systems chapters from each of the four Owners Groups.
'Pages.without comments were normally omitted from the enclosure.
While markups of some of the Bases are included for some Owners
' Groups, a comprehensive review of the Bases has not been completed, and any.further comments on the Bases will be forwarded at a later date.- Supplemental specifications submitted by the owners groups will also be marked up and forwarded at a later date.
We incorporated some of the staff comments on the Wordperfect 5.0 versions of.the new STS to improve legibility.
Once technical issues are resolved, editorial revisions will be needed to make fonts, page layouts, and wording consistent with the writer's guide.
-The Containment chapter will also be consistently renumbered to "3.6" at a later date.
Our ' review identified that extensive changes from the existing specifications
. requirements were proposed and that these differences were not consistent among the owners groups' proposed new STS.
In order to accommodate the agreed upon schedule and to achieve.new STS that are acceptable to both industry and the NRC, the staff has taken the lead to produce the enclosed containment System STS for each Owners Group.
We trust that the Owners Groups will act promptly to achieve a
consensus response to the enclosures, and thus reduce the need for our integration in the future.
