SUMMARY

OF MEETING HELD WITH VEPC0 (THE LICENSEE) TO DISCUSS SS0MI FINDING 10-3 REGARDING ISOLATION OF NON-CLASS 1E COMPONENTS POWERED FROM CLASS 1E VITAL BUSES As a result of a SS0MI audit ending in March 1989, NRC and VEPC0 represen-tatives met at the NRC office in Rockville, Maryland to address SS0MI Finding 10-3. This finding alleged that certain non-Class 1E pressure transmitters (in the service water system) were being powered from Class 1E vital instrument power buses, without proper isolation. Such an occurrence would postulate a significant safety hazard in that the operability of safety components could be jeopardized if a fault occurred on a non-Class IE circuit, and provided both classes were loaded on the same vital bus.

The licensee's meeting agenda regarding these matters is provided as Enclosure 1.

The licensee addressed the issue by stating that components powered by vital buses are and always have been procured as " safety-related", Class 1E components, regardless of their " functional" safety status.

Thus, the licensee confidently stated that all of the subject components (fuses, cables, diodes, etc.) are safety-qualified by design.

However, VEPC0 does not list those components--which may indeed be Class IE qualified--on its stations' safety lists (Q-lists) if they don't serve a safety-related function.

Non-inclusion of these safety-grade components on NA 182 Q lists led SSOMI members to conclude that the euqipment was "not" Class IE qualified, thus Finding 10-3 resulted.

The staff found the licensee's response acceptable and requested an official Virginia Power statement be written to the same effect.

SSOMI team members indicated that a follow-up inspection scheduled for October would officially close this issue.
