ASME CLASS 3 SERVICE WATER SYSTEM PIPING FOR ARKANSAS NUCLEAR ONE, UNITS 1 & 2 (TAC NOS. M96098 AND M97750) i
Dear Mr. Hutchinson:
By "1CAN079601, Requests Relief from Requirements of ASME B&PV Code,Sections III & XI Due to Flaws in SW Piping,Iaw [[CFR" contains a listed "[" character as part of the property label and has therefore been classified as invalid. & Guidance Provided in GL 90-05 & GL 91-18|letter dated July 3,1996]], Entergy Operations, Inc., (EOI), requested a temporary relief from
' the American Society of Mechanical Engineers (ASME) Code,Section XI requirements to repair flaws in the Service Water System (SWS) piping at Arkansas Nuclear One, Unit 1 (ANO-1). The relief was made per the guidance in Generic Letter 90-05, " Guidance for Performing Temporary Non-Code Repair of ASME Code Class 1,2, and 3 Piping." The staffs evaluation of your request to allow a non-Code repair of the identified Class 3 SWS piping at ANO-1 la provided as. We note that the attemative to the Code requirements, as described in your i
request, was implemented and that a permanent repair was subsequently made to the affected piping in accordance with the Code requirements.
By letter dated November 4,1996, EOl requested similar temporary relief from the ASME Code,Section XI requirements to repair flaws in SWS piping at Arkansas Nuclear One, Unit 2 (ANO-2).
l The staffs evaluation of your request to allow a non-Code repair of the identified Class 3 SWS piping at ANO-2 is provided as Enclosure 2. We note that the temporary non-Code repair at ANO-2 was performed as described in your request and that a permanent repair was subsequently made to the affected piping in accordance with the Code requirements.
Pursuant to 10 CFR 50.55a(g)(6)(i), the staff grants the requested relie7 on the basis that it was impractical to make immdiate repairs in conformance with the Code and that EOl implemented the altematives that provided assurance of structural integrity during the period between discovery of the SWS piping degradation at ANO-1 end ANO 2 and the subsequent repairs to the affected piping in conformance with the Code. The relief granted is authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest giving due consideration to the burden upon EOI that would have resulted if the Code requirements had been imposed.
The letter dated November 4,1996, also requested a generic relief to repair potential future flaws in accordance with the provisions of Generic !.etter 90-05. The staff is awaiting additional information regarding this request and therefore will not address the generic request at this time.
The staff will provide the results of its review of the generic request after the receipt and review l
of the additionalinformation from EOl.
