SEQUOYAH NUCLEAR PLANT'(SQN) - TECHNICALLSPECIFICATION (TS) CHANGE 89-42 In accordance with 10 CFR 50.90, we are_ enclosing a requested amendment to license DPR-77 to change the TSs of SQN Unit 1.' The proposed change is to.

revise the schedule for surveillance requirements (SRs) 4.3.3.7.20.b, 4.7.11.2.c.2, 4.7.11.2.c.3, 4.7.11.4.b.2, and 4.7.11.4.b.3 to defer performance of these SRs until December 15, 1989.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3. <

As discussed in Enclosure 2, the interval for performing the CHANNEL CALIBRATION for the containment area lower compartment radiation monitor will expire on October 27, 1989 (SR 4.3.3.7.20.b), and the surveillance interval for inspection of the spray and/or sprinkler systems in the area of the reactor coolant pumps (4.7.11.2.c.2 and 4.7.11.2.c.3) and the fire hose stations in lower containment (4.7.11.4.b.2 and 4.7.11.4.b.3) will expire on October 26, 1989. Performance of these SRs requires a unit shutdown to allow accessibility to the equipment. The next planned outage for SQN Unit 1 is scheduled to begin the first week in December 1989.

It should be noted that TV/.'s Nuclear Safety Review Board is performing its review of this proposed change in parallel with NRC's review process.

TVA requests that this proposed change be processed on a priority basis to j preclude an unwarranted shutdown of SQN Unit 1. Approval is requested before October 26, 1989.
