&chington. D. C. 20555 ECcr Directorg Your letter of~ April 27,1989, to Phillip Clark of GPU about 2 Notification of the NRC of Eimployees' Potential Safety Issues" 3cno to my attention. Your effort to assure that the NRC has Decoscito information from licensee employees is laudable. Your 3
- pprocch may leave out a few. ways that employees a.my be able to s
Dring ocfety information' to the Commission.
f
-You refer to an employee or his lawyer must not be prohibit:ed Prom bringing.information to the Commission via an out of court agrocmsnt. I suggest that out of court agreements must require thct cn employee should also be allowed to bring concerns to any ntm cated party'such as interveners without any limitation.
You also require the licensee to check agreements and bring Qio information to the NRC'and you. I suggest that the NRC Oguiro all such agreements to be filed in thn appropriate docket Ed in the PDRs. The licensee has a bias to judge inadequately Act tha NRC might judge to be an issue of safety.
- 1. hope that my suggestions are helpful.
Very truly y n,
