Dear Sir:

On May 27,1998, Little liarbor Consultants, Inc. (LIIC) did a periodic evaluation of the attributes which we use to characterize the status of the Safety Conscious Work Environment at the Millstone Station of Northeast Utilities (NU). The results of that evaluation are included as attachment I to this letter. Ten of the eleven ITPOP team members participated in the evaluation.

The eleventh member was unavailable due to a previous commitment. The changes to the LIIC attributes as a result of the evaluation were factored into the four Success Criteria used by NU as we have done in the past. Two of the four Success Criteria were affected. Criterion number 3, which is focused on the Employee Concerns Program, was improved from a neutral yellow with an up arrow to plus yellow with an up arrow. Criterion number 4, which is focused on harassment, intimidation, retaliation and discrimination was improved from neutral yellow with a horizontal arrow to neutral yellow with an up arrow.

The positive factors contributing to the improvement in the ECP Criterion were the reduced l

backlogofconcerns continuedcustomersatisfaction,trackingofcorrectiveactionsemanatingfrom the ECP with the site system for action item tracking, implementation of 10 CFR 50.7 training for ECP investigators and continued improvement in the training of ECP investigators regarding lessons learned.

The positive factors contributing to the improvement in the lilRD Criterion were a slight decrease in the frequency of substantiated IllRD related concerns coming to the ECP (although i

Page 2,ITPOP 98-0025 further reduction is desired), timely training for new supervisors and managers, grass roots enthusiasm of the workforce and continuing improvement in management's timely, professional and appropriate response to events using the mechanisms which management has put in place for such issues. One negative aspect is that approximately halfof ECP concerns continue to be HIRD related.

The net effect of the LHC evaluation is that all NU Success Criteria continue to be rated ready for restart, and that all of the Success Criteria are showing continued improvement at this time.
