SUMMARY
Dear Mr. Kingsley-The NRC Oversight Panel met with Commonwealth Edison and LaSalle County Station management on May 20,1998. This management meeting was open to public observation. contains the associated meeting summary. Enclosure 2 contains the handout provided to the NRC Oversight Panel by Commonwealth Edison during the meeting.
In accordance with Section 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosures will be placed in NRC's Public Document Room.

9 Public Meeting Summary NRC Oversight Panel for LaSalle County Station May 20.1998 Manaaement Meetina Summary; The licensee provided the NRC Oversight Panel with a handout (Enclosure 2) and discussed the information contained in the handout during the meeting. The discussion invCved personnel performance initiatives and some of the activities the licensee planned to complete in preparation for plant startup. These activities include an integrated operations performance review, system readiness reviews,'and system testing. During the licensee's presentation, the licensee addressed NRC questions and comments.
The licensee continued the discussion regarding personnel performance from the previous May 1,1998, public meeting. The licensee described various corrective actions they were implementing to address the recent adverse trend in this area. Examples of these actions included a pocket-sized book that summarizes administrative requirements, operations human performance review boards, additional training presented by a crew involved in a recent human error event, and management observations. The NRC staff inquired regarding the criteria the licensee planned to use to determine that the personnel performance level and trend were sufficient for restart. The licensee responded that they must be " comfortable" as determined by event free clock resets and other evaluations performed in this area. When asked for their current assessment in this regard, the licensee responded that they were " uncomfortable."
The licensee described the integrated operations performance review that they are conducting on several selected complex evolutions during May/ June 1998. This consists of multiple in-line observations by a select observation team composed of management and corporate personnel.
The licensee's estimate of the completion of physical outage work changed from June to July 15,1998, due to schedule delays. The licensee's estimated startup date remained August 10,1998, due to contingencies that had been built into the schedule. The licensee indicated that punch list items from the system readiness reviews and system testing were being integrated back into the schedule. The NRC staff noted that the licensee had completed several system readiness reviews. However, the residual heat removal system review was behind schedule and this system had considerably more punch list items than some less complex systems already reviewed. Most of the more complex or difficult systems, which were similar to the residual heat removal system, were yet to be reviewed. In addition, only one system of those included in the system

readiness reviews had been tumed over and accepted by operations personnel.
