SAFETY ~ EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT N05.122 AND 96 TO FACILITY OPERATING LICENSE NOS. DPR-51 AND NPF-6 ARKANSAS POWER AND LIGHT COMPANY ARKANSAS NUCLEAR ONE, UNIT NOS. 1 AND 2 l

' INTRODUCTION

24, 1985, Arkansas Power and Light C,ompany revisions for Arkansas Nuclear One, Units 1 and 2 (ANO-1&2).

In its submittal, AP&L' proposed to delete in its entirety Appendix B. " Environmental Technical

' Specifications," from the ANO-1&2 Technical Specifications.

As originally issued, Appendix B for each unit contained miscellaneous efviron-mental requirements related to radiological effluents and water quality.

Subsequently, the NRC approved two amendments to the AND-1 license and the

ANO-2 license that either removed or superseded many of the provisions of the original Appendix 8.

Specifically, Amendment Nos.'72 and 40 for ANO-1&2 respectively, dated March 11, 1983, deleted all nonradiological portions of

. Appendix B related to water quality. Aspects related to water quality are now solely within the jurisdiction of the Environmental Protection Agency (EPA).

Amendment'Nos. 88 and 60 dated December 14, 1984,. issued the requirements for Radiological Effluent Technical Specifications (RETS) in accordance with 10 CFR Part 50, Appendix I.

However, the RETS were incorporated into the Appendix A Technical Specifications for ANO-1&2, without deleting the corresponding portions of Appendix B, which were then unnecessary.

By their letter of March 24, 1985, AP&L then requested the deletion of all remaining portions of Appendix B.

The remaining portions which addressed definitions, administrative controls, environmental surveillance, and radiological specifications were removed by Amendment Nos. 111 (dated August 17, 1988) and 68 (dated August 9, 1985). The final remaining portions on land use management under the "Special Requirements" section are addressed by the following evaluation.

EVALUATION

' Sections 3.5 and 5.9, "Special Requirements," of the AND-182 Appendix B TS l

discuss vegetation and erosion control of the plant site and transmission line right-of-way corridors constructed for the distribution of energy generated by ANO. Section 5.9 of the ANO-2 Appendix B TS is primarily a result of the NRC staff evaluations contained in NUREG-0254, " Final Environmental Statement l

Related to Operation of Arkansas Nuclear One, Unit 2," which discussed the potential for severe erosion along the proposed corridors.

t however, the staff concluded that the environmental impact associated with the construction'of the proposed corridors (about 115 miles in total for. mixed 161 and 500-kV lines) would be minimal if the licensee's environmental control

, activities were fully carried out. Those environmental' control activities-specified for the site landscaping and for the corridors were the planting of grass and clover;~the use of-low growing species of cedar, sumac,. oak, and shrubs; and means only (periodic maintenance of brush and tree control by mechanical i.e., no use of chemical herbicides). Section 3.5 of the AND-1 Appendix B TS resulted from similar staff evaluations contained in the ANO-1 Environmental Report initially. issued on June 8,1971. Both of these sections are primarily descriptive in nature and do not contain action statements, reporting requirements, or issues currently addressed by NRC requirements.

On May 15,1985,' the NRC staff conducted an aerial survey by helicopter of the AN0' site and transmission line right-of-way corridors.

It was observed that AP&L had constructed, planted, and maintained those properties in ecmpli'ance with their previous commitments. : The corridors, in particular, were noted to have adequate ground cover with only two slightly eroded. areas.

One area was a fe.w miles northwest of the Mayflower substation and another area'was east of the site between Highways 124 and 105. Neither aroa was considered to pose a threat to either the environment or transmission tower foundations. The.,

-corridors showed no indications of hebicide use. However,, in this regard, the NRC staff now believes the EPA-approved herbicides may be used with a resulting acceptable level of environmental impact (see, for example,-NUREG-1087,

" Final Environmental Statement Related to the Operation of Yogtle Electric Generating Plant, Units I and 2)."

Based on the foregoing favorable observations,'the completion of site and transmission line right-of-way corridor landscaping and plantings, the licensee's clearly apparent interest and need in maintaining the site and the corridors, and the lack of NRC reporting or other requirements in Sections 3.5 and 5.9 pertainirg to the site or corridors, we conclude that Sections 3.5 and 5.9 of Appendix B to the Technical Specifications for ANO-182, respectively, may be deleted.

ENVIRONMENTAL CONSIDERATION Pursuant to 10 CFR 51.21, 51.31 and 51.35, an environmental assessment and finding of no June 1,1989(ggnificant)impactwaspublishedintheFederalRegisteron FR 23550 Accordingly, based upon the environmental assessment, the Ccmmission has determined that issuance of this amendment will not have a significant effect on the quality of the human environment.

CONCLUSION We have concluded, based on the considerations discussed above, that: (1) there is reasenable assurance that the health and safety of the public will

not be endangered by operation in'the proposed manner, and (2) such activities

- will be conducted in compliance with the Comission's regulations and the

. issuance of the amendment will not be inimical to the comon defense and

. security or to the health and safety of the public.
