SUBJECT: NRC ROUTINE RADIATION PROTECTION INSPECTION REPORTS

50-454/98010(DRS); 50-455/98010(DRS) AND NOTICE OF VIOLATION

Dear Mr. Kingsley:

On May 6,1998, the NRC completed an inspaction at your Byron Generating Station, Units 1

and 2. The enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with personnel, and

observation of activities in progress. Specifically, the inspection focussed on your staff's

radiological planning and conduct of Unit 2 refueling outage work activities.

Three violations of NRC requirements were identified during the inspection. The first violation ,

concemed the failure to properly post a radiation area. The second violation involved a failure  !

to properly survey radioactive material that was shipped offsite. The thkd violation concemed

poor radiation worker practices. This violation is of concem because, while similar observations

had been made by your quality asserance department, both radiation protection and plant

management did not take a critical view of radiation worker practices until it was brought to their

attention by the inspectors.

We observed strengths in the planning, preparation, and execution of work evolutions with high

dose significance and risk. The core barrel reset for the 10 year inspection was well planned

and controllod, and dose was low for the job evolution. Additionally, the moisture carryover

test involving a sodium-24 source was well implemented and again dose for the job was

maintained icw.

The violations are cited in the enclosed Notice of Violation, and the circumstances surrounding

the violations are described in detail in the enclosed report. Please note that you are required

to respond to this letter and should follow the instructions specified in the enclosed Notice when

preparing your response. In addition, please address why previous corrective actions were not

effective in preventing the enclosed violation and any actions that you plan to implement to

ensure that future corrective actions are more effective. The NRC will use your response, in

part, to determine whether further enforcement action is necessary to ensure compliance with /

! regulatory requirements. \ T
