Dear Mr. Hudec:
.We have reviewed the information you furnished about the reactivity computer and from your technical description it does appear that this system is instrumental in the determination and control of reactor reactivity.
Equipment for detection and measuring to determine flux levels and for use in controlling the power level of a reactor are included among those reactor parts and components which are under NRC export licensing authority.
Consequently, a computer used for plant startup and to indicate reactor criticality would be licensable by NRC.
On the other hand, the catalytic oxygen reduction system (CORS) is considered
" Balance of Plant" equipment which is not licensable by the NRC. This equipment would be subject to Department of Commerce requirements.
We are returning the two brochures on the reactivity computer and analyzer and the CORS report. The technical description for the computer will be marked proprietary and maintained for our records.
