Detailed Control Room Design Review (DCRDR)
HRC_Roslet Nos. 50-454/455 and 50-456/457 Reference (a): November 26, 1986, letter from K.A. Ainger to l
H.R. Denton
Dear Dr. Hurley:
1 l
In Reference (a), the " Byron and Braidwood Stations DCRDR Final Summary Report HED Disposition and Implementation Schedule" was submitted.
The summary report detailed the Human Engineering Discrepancies (HEDs)
I including a response to each finding and.an implementation schedule. This letter informs the Staff about a change to the response of HED $477 and requests approval of the change.
HED #477 concerna the addition of start /stop switches to the control room for the fire pumps in response to an operator survey at Braidwood Station.-
The addition of the switches in the control room would eliminate the need for an equipment operator to go to the' Lake Screen House to start pumps in-the event the pumps fall to start on low fire protection header pressure.
After a careful review of the NFPA Code 20 Sections 7-2.1 and 7-5.2.3, Commonwealth Edison believes that a remote stop control is prohibited. Furthermore, when HED #477 was written in 1986, Braidwood. Station was.not a licensed operating plant and, at that time, the fire pump autostart capability was inconsistent, occasionally requiring operator action to manually wtart the pump on low fire protection header pressure.
Since that T

'of supplying' water-to the fire protection. header'and provide a. backup..to the-fire pumps.
In.accordance1with the Commonwealth Edison DCRDR program, the Human -
L Factors Engineering' Department has. reviewed.the change and recommends.that the
. disposition'of HED,8477.lbe. changed to:" Accept As Is", with no:further action
~
required. -Commonwealth Edison requests that'the Staff approve the< change to HED -1477 to allow the. response to read " Accept As Is".
Please direct any comments you'may have regarding this matter.to this office.
Very truly yours, A
