Cobalt-60 is absorbed into small ceramic particles ranging from 0.001-0.008 in. (30-200 microns) in diameter. The isotope is then permanently fixed to the ceramic particles using a heat treatment to create 3M. Brand Radiating Microspheres. The microspheres are encased in a 0.742 in. (1.885 cm) long, 0.499 in. (1.267 cm) outer diameter, 0.375 in. (0.953 cm) inner diameter inner capsule with a wall across one end which has an average thickness of 0.063 in. (0.160 cm). After the microspheres are inserted, a 0.375 in. (0.953 cm) nominal diameter, 0.125 in. (0.318 cm) thick inner plug is inserted into the inner capsule and silver brazed in place, sealing the microspheres inside. The entire inner assembly is then inserted, plug-end first, into a 1.000 in. (2.540 cm) long, 0.750 in. (1.905 cm) outer diameter, 0.500 in. (1.270 cm) nominal inner diameter outer capsule with a 0.125 in. (0.318 cm) thick wall across one end. A 0.500 in. (1.270 cm) average diameter, 0.125 in. (0.318 cm) thick outer plug with a 0.500 in. (1.270 cm) long threaded stud extending from it is inserted, with the stud facing out, into the outer capsule and heliarc welded in place, sealing the inner assembly inside. The completed Model 4F3B source is 1.474 in. (3.744 cm) long (including the threaded stud) with a maximum diameter of 0.750 in. (1.905 cm). Caution Radioactive Material XXX millicuries Co-60 Serial No. XXX Model 4F3B l Date 3M Company l CONDITIONS OF NORMAL USE: l The source was designed to be used in applications where a high-integrity gamma source is required, particularly where extreme environmental conditions exist. PROTOTYPE TESTING: The following tests were performed on prototype models of this source. After each test, the source was wipe tested and-leak tested. The wipe tests were counted in a detection instrument capable of detecting less than 0.0001 Ci-(3.700 Bq) of removable cobalt-60. The leak tests were performed by immersing the source 'for.a minimum of 10 seconds in water at 200*F (93.33*C) and observing any bubbles generated. All leak. tests were negative.

1. Heat test - Heat the source at 1,832*F.(1,000*C) for 30 minutes.
2. Ouench test - Quench the source from 1,832*F (1,000*C) to the temperature of cold water.
3. Molten lead test - Immerse the source in molten lead at 932*F (500*C) for 30 minutes.

Imoact test - Drop a weight generating 2 ft-lb on the sides of the source at.two points 180' apart and on each end, performing the test 20 times on each point. 1. After-the inner plug was silver brazed in place, the inner capsule was cleaned until wipe tests revealed less than 0.0005 Ci (18.50 Bq) of removable Cs-137 contamination.
2. After the outer plug was silver brazed or welded in place, the source was wipe tested.

If the wipe revealed greater then 0.0001 Ci (3.700 Bq), the source was cleaned until the 0.0001 C1 (3.700 Bq) wipe test limit was reached. 1 I i L-

3. The source was stored for 7 days and wipe tested again.

If this wipe test revealed greater than 0.0001 Ci (3.700 Bq) of removable Cs-137 contamination, the source was rejected.

4. The source was wipe tested again prior to shipment.

This wipe test also had to reveal less than 0.0001 Ci (3.700 Bq) of removable Cs-137 contamination. LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE: This source may be used only by persons specifically licensed by the NRC or an Agreement State. Handling, storage, use, transfer, and disposal: to be determined by the licensing authority. This source shall be leak tested at intervals not to exceed-6 months'using techniques capable of detecting 0.005 microcurie (185.0 Bq) of removable contamination. This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC. SAFETY ANALYSIS

SUMMARY

The Model 4F3B sealed source is not a current product manufactured or distributed by 3M Health Physics Services. However, 3M Health Physics Services will continue to receive 4F3B sources for disposal. Based on our review of the Model 4F3B sealed source, and the information and test data cited below, we continue to conclude that this sealed source is acceptable for specific licensing purposes.

INACTIVATION OF REGISTRATIONS BASED ON AUGUST 6, 1991, LETTER. A number of the background files for the registration certificates requested (by 3M letter dated August 6, 1991) to be made inactive contain limited { information on the products. A search of 3M registration, archive, and 1 license files, and information in NUDOCS was performed to obtain additional information. Also, 3M was contacted to obtain any additional information that j may have been in their files. 3M provided limited additional information concerning these products and indicated that the information provided represented all additional information in their files. Additional information obtained from these sources has been added to the applicable registration files. At the present time, the information contained in the background registration files represents all available information for these products. In addition, a number of these products were originally reviewed and approved by the Atomic Energy Commission (AEC). The reviews performed for these products to make the certificates inactive were based on the information available -the previous reviews and approvals, and the historical use of the products (i.e., reports of failures or design problems, or the lack thereof). In several instances, ) insufficient information was available to perform an adequate safety review. SEALED SOURCE TYPE: Gamma Source DESCRIPTION: 'The 4F3B is a doubly-encapsulated sealed source. Cobalt-60 is absorbed-into small ceramic. particles ranging from 30 - 200 microns in diameter. The isotope is then permanently fixed to the. ceramic particles using a heat treatment to create 3M Brand Radiating Microspheres. The microspheres are encased in an inner capsule measuring 0.742 in. (1.885 cm) in length with a 0.499 in. (1.2671cm) diameter. A welding plug measuring 0.375 in. (0.953 cm) in diameter and 0.125 in. (0.318 cm) thick is silver brazed into the opening of the inner capsule, sealing the microspheres inside. The inner capsule is then inserted, plug-end first, into an outer capsule 1 in. (2.54 cm) long with.a diameter of 0.75 in. (1.905 cm). A second welding plug is inserted into the outer capsule and heliarc welded in~ place to seal the inner capsule and radioactive material inside. The second welding plug has a threaded stud extending out 0.5 in. (1.27 cm) from. its surf ace. All capsules and plugs are. fabricated from type-347 stainless steel. The overall-dimensions.of the-finished 4F3B sealed source are 1.474 in. -(3.743 cm) long with a diameter of 0.75 in. (1.905 cm). DIAGRAM: See Attachment 1. PROTOTYPE TESTING: The following tests were performed on prototype models of this source. After each test the source was wipe tested and leak tested. The wipe tests were counted in a detection instrument capable of detecting less than 0.0001 Ci (3.7 Bq) of removable cobalt-60. The leak tests'were performed by immersing the source for a minimum of 10 seconds in water at 200 F (93.33 C) and observing any bubbles generated. All leak tests were negative. 1. Heat test - Heat the source at 1,832 F (1,000'C) for 30 minutes. 2. Ouench test - Quench the source from 1,832*F (1,000oC) to cold water. 3. Molten lead test - Immerse the source in molten lead at 932 F (500oC) for 30 minutes. 4. Imoact test - Drop a weight generating 2 ft-lb on the sides of the source at two points 180* apart and on each end, performing the test 20 times on each point.

1. After the inner plug was silver. brazed in place, the inner capsule was cleaned until wipe tests revealed less than 0.0005 pCi (18.5 Bq): of removable Cs-137 contamination.
2. After the outer. plug was' silver' brazed or wel'ded in place, the source was' wipe tested.

If the wipe revealed greater then 0.0001 pCi (3,7 Bq), thesourcewascleaneduntilthe'g( 3 0.0001 pCi (gg{})GTwipetest limit was reached.

3. The source was stored for 7 days and wipe tested again.

If this wipe test revealed' greater than 0.0001 Ci. (3. 7 Bq) of removable Cs-137 contamination, the source was rejected. 4. The source was wipe tested again prior to shipment. This wipe test also had to' reveal'less than 0.0001 Ci (3.7 Bq) of removable Cs-137. contamination.
