I have conducted two tests'to evaluate the time involved in' registering evacuees at Beverly-or North Andover Reception Centers. is a determination of the average time involved in completing the registration form. Enclosure 2 is a determination of the average evacuee walking transit time at both Reception Centers.

v RECEPTION CENTER REGI'STRATION FORM COMPLETION TIME TEST AtL1230 hours,.May'24, 1989 a test was conducted to determine the required length of time needed to complete the Reception Center Registration / Lodging form.

Fifteen. randomly selected siss personnel were assembled in a room and provided the following information.

"We are conducting a test on completing the registration forms at~our reception centers and wish you to participate by simulating evacuees who are processed through the center."

The test was conducted by S.J. Ellis who was assisted by the following personnel.

Patrick Casey John Lusher Sheila Hertel Steve Mazzola John McArdle David Wise Four of the above individuals timed the action as two played the role of Reception Center Registrars. Each registrar sat a table.

having two chairs set up to receive evacuees.

All evacuees were assembled in a line similar to the line that would occur upon entry to the Reception Centers Registration Area.

Timing began as the individuals took a seat, and ended when the individual had completed the form and submitted it to the registrar. is a summary of the recorded registration times for the 15 participants.

The average response time was 81 seconds (or 1.35 minutes). is a copy of the Registration Form used. is a compilation of the original' completed test forms.

o RECEPTION CENTER FACILITY TRANSIT TIME TEST At 1330 on May 25, 1989, a test was conducted to determine various lengths of time associated with the process of personnel transit within each of the two ORO Reception Center facilities.

Six randomly selected individuals were assembled at the North Andover Reception Center facility (parking lot) and provided the following information "We are conducting a test at this (North Andover) Reception Center, and later at the Beverly Reception Center.

We would like you to travel in vehicles or by foot, as appropriate, between various locations at each RC facility which includes the outside grounds and interior of each

Reception Center.

One lead person will be assigned to each group of two of you in order to observe and document various aspects of this test, including start and stop locations and elapsed time.

In this capacity, you will be simulating evacuees who would be processed at each of the Reception Centers, however the sequence in which these activities will be accomplished is not necessarily consistent with the one which would be followed by an evacuee."

The test at each Reception Center facility was conducted by S.

Mazzola who was assisted by J. Sobotka and J. Bisson.

Personnel were divided into three groups of three consisting of one' observer / recorder (Mazzola, Sobotka or Bisson) and two randomly selected individuals each.

Each Observer / Recorder traveled to and from all " start /stop" points as part of the group of three individuals, documenting elapsed times for various portions of the transit associated with the Reception Center facility process.

This includes such things as being directed into the facility grounds area, driving to a parking area, walking to the monitoring trailer and pre-registering, etc.

' Summary Provided are the. total average travel times associated with each of three simulated evacuee population groups demonstrated by a random selection of individuals.

20Z of the total population (excluding schools, day care facilities and special populations for which 100Z will be accounted) will require services at the designated reception centers.
