MINUTES OF 11Uf1 ARC /INP0/f;RC JULY 17 MEETIllG Cn July 19, 1989 the NRC staff met with flUMARC and INP0 to discuss the staff's current activities to develop maintenance performance indicators.

This meeting was in response to the Commission's direction (memorandum S. Chilk to V. Stello, COMLZ-09-21, June 26,1989, Item 4) regarding the proposed maintenance rulemaking.

The staff 1s proceeding with development activities on an expedited schedule ana this meeting was the first step in ootaining incustry participation in the development of a set cf indicators to monitor the effects of industry's maintenance program improvements.

NRC ;taff briefed UUMARC and INPO on the status of the NEI development effort.

The I,EI model has been extenced to include both PWRs and BWRs, and validation in the former case is proceeding.

The staff plans to publish a study in the full which will provide the details of the calculation one validation of the indicator, as well as providing results across all plants.

Several issues were raised in connection with the progress of the staff's work.

These incluce: whether or r.ct some absolute value cf acceptable performance would be set fcr a maintenance performance indicator; how such indicators would be used in ccmoination with inspections; the impact of an NFFCS-based performance indicator on repcrting to the f:PFDS; the relationship between an NPRDS-based indicator and the diagnostic use of CFAR as developed and promulgated by INPO.

NUMARC briefly discussed general industry direction on maintenance.

The industry has a goal of putting together an overall plan for future effort on maintenance by the f all of this year.

Within this overall plan priorities would be assigned, and organizations identified to implement the plan.

INP0 has lead in working with the staff on PI's.

The topic of reaintenance performance indicators would be viewed in relation to this overall plar, which looks beyonc the next eighteen months.

industry coordination for a trial program.

INP0 will continue as the lead industry organization for performance indicators. The staff will continue with development and validation of the MEI.
