Dear Senator Stevens:

Enclosed for your information is an interim report entitled " Draft Criteria for Package Drop and Aircraft Crash Tests." The report was prepared by Lawrence Livermore National Laboratory uncer contract to the Nuclear Regulation Commission (NRC).

Section 5062 of Public Law 100-203 imposes requirements on plutonium air transport packages to be used to ship plutonium from one foreign country to another through U.S. airspace. The law requires the NRC to certify the safety of plutonium air transport package designs to Congress.

This interim report provides draf t criteria for the package drop test and aircraf t crash test of a candidate packaoe design for certification by testing.

Development of the draf t test criteria was req.:ested and funded by the Power Reactor and Nuclear Fuel Development Corporation (PNC) on behalf of the Japanese government. The interim report was provided to PNC on July la, 1989. A final report on the development of the draft criteria is scheouled for September 1990.

If PNC decides to proceed further, public comments will be requested cnd considereo prior to publication of final criteria.
