Dear Ms. Farrar:

This letter is in response to your letter of May 18, 1989, to Chairman Zech of the Nuclear Regulatory Commission (NRC).

Thank you for sending us four articles ("TVA Whistleblower Says Kingsley Claim Not True," " Fears of Sabotage Reported Due to Sequoyah Low Morale," " Veterans Resume Charges of TVA Job Discrimination" and "Sequoyah Unit 2 Shuts Down")

from the Chattanooga News-Free Press. We are aware of this information but are interested in any information about the Sequoyah Nuclear Plant that relates l

to issues of nuclear safety. Past experience at Sequoyah, however, does not support a conclusion that there is a threat of sabotage to a system necessary for the safe shutdown of the plant.

The NRC staff has been conducting an extensive program of surveillance and inspections at Sequoyah. This includes evaluations of allegations made about plant operation. In the last two years, this program for Sequoyah was the largest conducted by NRC for any nuclear power reactor plant. Information such as you have provided is included in the decisions of the details of these programs and has been included in the program for Sequoyah. The results of the most recent NRC staff's assessment of the licensee performance (SALP) for February 4,1988 to February 3,1989, at Sequoyah is enclosed with this letter for your information. Our conclusions for Sequoyah in this assessment are that the plant has been operated in a safe manner. The program of surveillance and inspections is continuing at Sequoyah.

We take our responsibility to protect the public health and safety seriously, and we will continue to ensure that issues of nuclear safety are resolved to our satisfaction before plants are allowed to operate.
