-THE CLEVELAND ELECTRIC ILLUMINATING COMPANY DAVIS-BESSE NUCLEAR POWER STATION, UNIT N0. 1 DOCKET NO. 50-346

1.0 INTRODUCTION

By letter dated October 16,'1987, The Toledo Edison Company (TE),'the licensee, requested an amendment to the Technical Specifications (TS's) appended to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Plant,.

Unit'No. 1..The proposed amendment would revise the TS's to reflect changes to

the. licensed operator staffing.

The proposed organizational changes to facility staffing in the TS's adds the requirement for at least one operator to be in the control panel area when fuel is in?the reactor. Also, at least two licensed operators, one with a senior operator license, are to be in the control room while the plant is in Operational Modes.1 through 4, and at-least two senior operators are to be onsite while the plant is $n Modes 1 through 4.

The proposed amendment would change Technical Specification 6.2.2b to reflect the replacement.of the words " control room"

operator shall be present at the controls at all times during the operation of the facility. Specification 6.2.2c would be revised to require that at least two licensed operators, one of.which has a Senior Reactor Operator License, shall be present in the control room while the plant is in Operational Modes 1, 2, 3, or 4.

These changes would reflect the changes in licensed operator staffing that have been made to conform to 10 CFR 50.54 and NUREG-0737 TMI Action Plan.

2.0 EVALUATION The licensee's proposed changes to the TS would reflect the existing procedures relating to organization of faci?ity staff.

. (2) Specification 6.2.2c reflects staffing requirements at nuclear power plants and is acceptable because it is in compliance with the NRC requirement addressed.in 10 CFR 50.54(m)(1) and 10 CFR 50.54(m)(iii). TS Table 6.2-1,

" Minimum Shift Crew Composition" would also be revised to reflect the change to 6.2.2c.

The staff concludes that the licensee's proposed TS changes reflect organizational changes in accordance with the regulations cited above and with NUREG-0737.

Accordingly, the staff finds the proposed changes acceptable.

3.0- ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.

The Conrnission has issued Amendment No.137 to Facility Operating License No.

NPF-3 for the Davis-Besse Nuclear Power Station, Unit No.1.

The amendment revises the Technical Specifications in response to your application dated

' October 16, 1987.

This amendment revises the Technical Specifications (TSs) to reflect facility licensed operator staffing. The proposals request that the appropriate TSs be revised to reflect existing operating procedures which require at least one operator to be in the control panel area when fuel is in the reactor, at least two licensed operators, one with a senior operator license, to be in the Control Room while the plant is in Operational Modes 1 through 4, and at least two senior operators to be onsite while the plant is in Modes 1 through 4.

A copy of the Safety Evaluation is also enclosed. Notice of issuance will be included in the Commission's next biweekly Federal Register notice.

The Nuclear Regulatory Comission (the Comission) has found that:

A.

The application for amendment by the Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees) dated October 16, 1987 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations;

' D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the itcense is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragroph 2.C.(2) of Facility Operating License No. NPF-3 is hereby amended to read as follows:

2 (a) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No.137, are hereby. incorporated in the license.

The Toledo Edison Compsny shall operate the facility in accordance with the Technical Specifications.

3.

This license amendment'is effective as of its date of issuance and shall be implemented not later than 45 days after issuance.

Each on duty shift shall be composed of at least the minimum shift crew composition shown in Table 6.2-1.

At least two licensed Operators, one of which has a Senior Reactor Operator license, shall be present in the control room while in MODES 1, 2, 3 or 4.

The Fire Brigade shall not include 3 members of the minimum shift crew necessary for safe shutdown of the unit and any personnel required for other essential functions during a fire emergency.

The Assistant Plant Manager-0perations shall hold a senior reactor opt-ator license. The Operations Superintendent
