Dear Senator Kerrey:
This is in response to your letter of June 21, 1989, regarding information which will enable you to respond to the enclosed inquiry from Nebraska Public Power District regarding a proposed increase.in fees recovered by the U.S.
Nuclear Regulatory Commission (NRC).
Nebraska Public Power District correctly asserts that the administration has proposed. funding.100 percent of the NRC budget through user fees in 1990.
Under current law, NRC fees are to fund 45 percent of its budget in 1989 and 33 percent in 1990. The Administration believes that user fee financing is more equitable than general. fund financing; those receiving benefits from Federal Governme1t services should pay for them. Other federal agencies, such as the Federal Energy Regulatory Commission, already collect fees totalling 100% of'their budgets.
Considerable background information on NRC user fees is contained in House Report #101-56 which accompanies H.R.1549, NRC Authorization Act for Fiscal Years 1990 and 1991. A copy of the report is enclosed.
