BYRON SECURITY INSPECTION REPORTS 50-454/98013(DRS);
50-455/98013(DRS) AND NOTICE OF VIOLATION
Dear Mr. Graesser:
On May 8,1998, the NRC completed an inspection of your investigation for Fitness-For-Duty
(FFD) concems at the Byron station. Areas examined are identified in the report. The
inspection consisted of a review of the investigation results sent to NRC Region 111 by your letter
dated March 9,1998. Additionally, other documents pertaining to the FFD issues were
requested and reviewed as part of the inspection process. The objective of the inspection effort
was to determine whether activities authorized by the license were conducted safely and in .
accordance with NRC requirements.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation and is of
concem primarily because it involved two instances in which three individuals did not fulfill their
FFD responsibilities in a timely manner, which caused unnecessary delays in addressing
potential FFD concems.
The NRC has concluded that information regarding the reason for the violation, the corrective
actions taken and planned to correct the violation and prevent recurrence is addressed in
Section S8 of the Report Details. Therefore, you are not required to respond to this letter

unless the information in Section S8 of the Report Details does not accurately reflect your
corrective actions or your position, or if you choose to provide additional information.
