Purpose:

-To conduct a review of construction activities at the Lakeview UMTRA Project for assessment of whether the quality control program is functioning in a manner that assures compliance with the RAP and EPA standards, and to discuss activities necessary for compliance with proposed EPA ground-water standards.

Entrance Interview Following an introduction of all participants, the NRC staff indicated that the review would consist of a tour of the site, observation of testing, review of records, and an exit interview. Don Bradley, the RAC site manager, described the status of remedial action construction and the activities presently in progress.

4 2 SEP i 31989 Site Tour The RAC personnel conducted the NRC representatives and the other participants on a tour of the site. Activities observed include the following major work areas:

Compaction of radon barrier.

Placement of "B-1" bedding and type "B" riprap on the outslopes.

Other aspects of the project that were observed include the following:

1. Observed In place type "A" riprap on pile top.
2. Observed Riprap types "C" and "D" stockpiled at disposal site.
3. Observed stockpiled bedding material near Pepperling quarry.
4. Observed areas north of disposal site where seeps were observed previously.
5. Observed processing site where reclamation is complete.
6. Observed the proposed locations of the settlement plates.
7. Observed the preliminary excavation of a diversion channel located north of the pile.

No problems were observed with on going construction activities.

Ground-Water Discussion Ground-water discussions centered upon two areas: establishing point of compliance wells and installing wells that monitor the performance of the french drain.

Point of compliance wells are defined in several parent documents that supply EPA guidance. These documents indicate that, to be appropriately sited, a point of compliance well must be located at the downgradient edge of the disposal area in the uppermost aquifer for prompt detection of the leakage of hazardous constituents. Considering this discussion and the proposed Title I, EPA ground-water protection standards, little latitude exists for the location of point of compliance wells. It was agreed upon that the existing potentiometric surface is not well defined. Due to this, an initial point of compliance well would be installed at the Northeast downgradient edge of the l disposal site. A water level from this well and other water levels from existing wells would then be utilized to site three to four additional wells at the east and south downgradient edge of the disposal area.

It was agreed that performance of the french drain would be monitored with the installation of two monitor wells. The location of these wells would be

downgradient of the seep areas as determined by previous surveys. Equally as critical as the location of these wells is the well completion method. It was noted that sand stringers exist in the weakly consolidated sediments contributing to the local recharge. It will be necessary to. complete the french drain monitor wells in vertical positions which encounter ynese stringers. To accomplish this, detailed field work by a qualified earth scientist will be necessary. Similarly, annulus sealing techniques will be critical through the tailings and geochemical barrier to assure that hydrologic  ;

connections are not established.  ;

Records Review The staff selectively reviewed testing and daily inspection records and found them to be complete. The staff also verified performance of construction in accordance with applicable specifications. Reviews were conducted on the 1 following records:  !

1. Gradation tests. l
2. Sand cone tests.
3. Compaction tests.
4. Riprap gradation and durability tests.
5. Bedding gradation and durability tests.
6. Soils laboratory apparatus calibration records.
7. Sand calibration.

Exit Interview Prior to leaving the site, the NRC staff met with DOE, TAC and RAC personnel to I discuss activities observed and findings during the site review. Copies of Project Interface Documents (PIDs) 13-S-06 and 13-5-23 through 13-5-27 were  !

obtained directly from MK-Ferguson as DOE had not yet submitted these changes I 1

in the specifications. MK-Ferguson also expressed a desire to have NRC's approval of the locations of the settlement plates as soon as possible. The I supporting documentation was given to NRC to facilitate our review. A listing i of the information and documentation provided to NRC is attached.
