An Application for Amendment to the above Operating License to change the snubber visual inspection requirements to eliminate a requirement to reduce the surveillance frequency for failed snubbers resulting from isolated damage that 3

cannot be related generically to other snubbers.

To eliminate an unnecessary plant shutdown for performance of snubber visual inspections approval of this amendment is requested.by October 2, 1989.

to be safe and does not involve an unreviewed safety question.
