Calibration Source DESCRIPTION:

The 4D6M is a doubly-encapsulated gamma source.

Cesium-137 (Cs-137) is absorbed into small ceramic particles.

The radioactive material is permanently fixed to the ceramic particles using a heat treatment to create 3M Brand Radiating Microspheres.

The microspheres are loaded into en inr-v capsule that is 0.485 in. (1.232 cm) long, with an outer diameter or 0.370 in. (0.940 cm), an inner diameter of 0.249 in. (0.633 cm),

and a 0.035 in. (0.089 cm) thick wall at one end.

The other end, where the microspheres are inserted, is left open.

After loading the microspheres, a 0.250 in. (0.635 cm) diameter, 0.250 in. (0.635 cm) thick plug is pressed into the open end of the ir.ner capsule and silver brazed in place, sealing the microspheres inside.

The entire inner assembly is inserted, plug end facing out, into an outer capsule 0.875 in. (2.223 cm) long with an outer diameter of 0.474 in. (1.204 cm) and an inner diameter of 0.374 in. (0.950 cm).

The closed end is 0.140 in.

(0.356 cm) thick, except for a slot across the outside of the closed end measuring 0.090 in. (0.229 cm) deep and 0.065 in.

(0.165 cm) across its mouth.

After inserting the inner assembly, an outer plug is inserted into the outer capsule 0.25 in. (0.635 cm) and welded in place.

The outer plug is 0.750 in. (1.905 cm) long.

The plug's diameter is 0.375 in. (0.953 cm) for 0.250 in. (0.635 cm) of its length.

is threaded with a 1/4-20 UNC tap.

3M stated that the labeling of this sealed source would include the following information either by engraving or on a permanent-type label affixed to the exterior of the outer capsule:

Radiation Symbol Caution Radioactive Material X mc Cs-137 Serial XXX Model 4D6M Date 3M Company selection of label type would be based-on the use conditions.

CONDITIONS OF NORMAL USE:

?M reported that this sealed source was fabricated to be used in a gauging system manufactured by Ohmart' Corporation.

1 EEpTOTYPE TESTING:

Initially, 3M indicated that this source was constructed essentially similar to the Models 4S6S and 4F6D sources and relied on the prototype testing performed on these sources and historical use data to demonstrate integrity of the Model 4D6M source.

However, in 1982 a sample of the 4D6M source was tested l

in accordance with ANSI N542-1977 and achieved a classification i

of 77C66546.

The following quality control procedures were followed during production of this source:

1. After assembly and sealing of the inner capsule, the source was subjected to a standard smear test and bubble-type leak test.

The leak test had to be negative and the smear test had to show less than 0.0005 Ci (18.50 Bq) of removable Cs-137, or the source was rejected.

2.

After the outer capsule was welded, the source was subjected to the same tests as in No. 1 (above), except that the smear test allowable limit was 0.0001 Ci (3.700 Bq).

The source was subjected to a smear test immediately prior to shipment and the allowable limit for this test was 0.0001 Ci (3.700 Bq).

This source may be used only by persons specifically licensed by the NRC or an Agreement State.

Handling, storage, use, transfer, and disposal:

to be determinea by the licensing authority.

This source shall be leak tested at intervals not to exceed 6 months using techniques capable of detecting 0.005 microcurie (185.0 Bq) of removable contamination.

This source shall not be subjected to environmental or other conditions of use which would exceed an ANSI N542-1977 Classification of 77C66546.

This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.

SAFETY ANALYSIS

SUMMARY

The Model 4D6M source is not a current product manufactured or distributed by 3M Health Physics Services.

However, 3M Health Physics Services will continue to receive 4D6M sources for disposal.

Based on our review of the Model 4D6M source, and the information and test data cited below, we continue to conclude that this source is acceptable for specific licensing purposes.

Furthermore, we continue to conclude that the Model 4D6M source would be expected to maintain its containment integrity for normal conditions of use and accidental conditions which might occur during uses specified in this certificate.

.A number of the background files for the registration certificates requested-

.(by 3M letter dated August 6, 1991) to be made inactive contain limited-inform & tion on the products. A search of 3M' registration, archive, and

. license files, and information in NUDOCS was performed to obtain additional information. -Also, 3M was contacted to obtain any additional information that m&y have been in their files. 3M provided limited additional information concerning these products and indicated that the information provided represented all additional information in their files.

Additional information obtained from these sources has been added to the applicable registration files.

At the _ present time,' the information contained in the background registration

. files represents all available information for these products. -In addition, a number of these products.were originally reviewed and approved by the Atomic Energy Commission (AEC). The reviews performed for these products'to make the certificates inactive were based on the information available, the previous reviews and approvals, and the historical use of the productsL(i.e., reports of failures or design problems, or the lack thereof). ' In several instances, insufficient information was available to perform an adequate safety review.

In these instances, the certificates have.been reissued based solely on the original AEC review and approval, and no additional safety review was performed.
