Dear Sir:
Reference (a) submitted Commonwealth Edison request for an amendment to Facility Operating License NPF-18, Appendix As Technical Specification.
The purpose of thfs amendment was to delete ths specification which was added to allow installation and use of the Fine Motion Control Rod Drive (FMCRD) during the Unit 2 Cycle 2.
The test was completed and the FMCR was removed during the recent Unit 2 refueling outage (February, 1989).
During NRC review of the subject Technical Specification change request, it was noted that certain Technical Specifications that were affected by this request were not discussed in the submittal. Additionally, the specific changes to the Technical Specification pages were not identified.
The following attachments provides the discussion and identification of the specific Technical Specifications that are affected.

These Technical. Specification I
Special Test Exceptions.are to be deleted upon removal of the FMCRD, along with tha references to them,-contained in Technical Specifications 3.1.3'1 through 3.1.3.7, 3.1.1, 3.1.4.1, and 3.1.4.2 for Operational Conditions.

-Special Test Exceptions described in Technical Specification 3/4.10.8, 3/4.10.9, and~3/4.10.10.will also be deleted. Technical Specification 3.9.1 will be modified to delete the requirement to fully insert the FMCRD and disarm the motor electrically before core alterations and the Technical Specificat. ion Basis Section 3/4.10.8, 3/4.10.9, and 3/4.10.10 will be deleted.

- Additionally, the Unit 2 Technical Specification Index Fage XI will be modified to reflect the Removal of Special Test Exceptions 3/4.10.8, 3/4.10.9
