The Models:3E4L~and 3E4s are singly-encapsulated gas. sources.

' They consist _of a main housing, a small' copper tube, a nameplate, l
. and a window.
The housing is a 0.750 in.-(1.905 cm) long,
' O.865 in. (2.197 cm) outer diameter, and 0.700 in..(1.778 cm) inner. diameter. cylinder with'a 0.060 in. (0.152 cm) thick wall dividing ^itLinto two chambers.
The. larger chamber is O'375-in.
(0.953.cm).long, while.the smaller chamber is-0.315 in.

i (0.800 cm) long.
A 0.063 in.- (0.160 cm) diameter hole.is drilled l
. throughithe internal wall.. separating-the two chambers, and a 0.063 in. (0.160 cm) ~ outer diameter copper tube is inserted through the hole and silver brazed in place.
A window is gold brazed across the opening of the large chamber.
The window is
- 0.002 ins (0.005'cm) thick-for-the Model 3E4L and 0.001 in.
(0.003;cm)cthick for.the Model 3E4S.
The brazing around the tube-and window completely seal the large chamber.
Krypton-85 (Kr-85) gas is pumped into the large chamber through the copper tube.-
After theLlarge chamber'is filled, the tube is crimped off and silver brazed shut, completely sealing the.Kr-85 gas inside.
. Finally, a 0.750 in. (1.905 cm) diateter, 0.060 in. (0.152 cm)
. thick;name plate is inserted into a 0.755:in. (1.918 cm) l_
diameter, 0.070 in. (0.178 cm) long area in'the opening of the small' chamber and epoxied in place.. The housing, window, and nameplate are all made-from type 304 stainless steel.

PROTOTYPE TESTING:
l 3M reported that prototypes of the Models 3E4L and 3E4S have been fabricated and tested using the quality control tests:shown-in l
this registration.
Also, the sealed sources.have.been approved
'by the' Atomic Energy Commission for licensing purposes as early as 1968.
Additionally, in 1982, a sample 3E4L source was retested in accordance with the specifications of ANSI N542-1977'andLachieved p
a classification of 77C32231.
EXTERNAL RADIATION LEVELS:
-The' manufacturer did not provide external radiation data for this source..However, given the design and construction of this source is similar to the model 3E40 source-that contains a 0.002 L
in.-(0.005 cm) window, the external: radiation levels would be expected-to be similar to this source.
3M provided the following dose rates ~for a Model 3E40 source containing 1.0 Ci (37 GBq)

Gauge Source OUALITY ASSURANCE AND CONTROL:
The following quality control procedures were followed during production of these sources:
- 1. The capsule was pressure tested to a minimum of three times the filling pressure.
Failure of this test was determined by the presence of bubbles when the capsule was immersed in water during application of the pressure.
2.
The radiation output of the source was measured after filling the capsule with Kr-85. gas, and again after 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
Significant reduction of the radiation level indicated leakage and failure of the source.
- 3. The completed source was placed in a closed container for a minimum of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and the air in the cont.'iner was monitored for the presence of krypton-85.
The presence of any significant quantity of krypton-85 in the container indicated failure of the source.
LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:
These sources may be used only by persons specifically licensed by the NRC an or Agreement State.
Handling, storage, use, transfer, and disposal:
to be determined by the licensing authority.
This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.
SAFETY ANALYSIS
SUMMARY
The Models 3E4L and 3E4S sources are not current products manufactured or distributed by 3M Health Physics Services.
However, 3M Health Physics Services will continue to receive Models 3E4L and 3E4S sources for disposal.

Based on our review of the Models 3E4L and 3E4S sources, and the information and test data cited below, we continue to conclude that these sources are acceptable for specific licensing purposes.
Furthermore, we continue to conclude that the Models 3E4L and 3E4S sources would be' expected to maintain their containment integrity for normal conditions of use and accidental conditions which might occur during uses specified in this certificate.

INACTIVATION OF REGISTRATIONS BASED ON AUGUST 6, 1991, LETTER.
A number of the background files for the registration certificates requested (by 3M letter dated August 6, 1991) to be made inactive contain limited information on the products. A search of 3M registration, archive, and license files, and information in NUDOCS was performed to obtain additional information. Also, 3M was contacted to obtain any additional information that may have been in their files.
3M provided limited additional information concerning these products and indicated that the information provided represented all additional information in their files. Additional information obtained from these sources has been added to the applicable registration files.
At the present time, the information contained in the background registration files represents all available information for these products.
In addition, a number.of these products were originally reviewed and approved by the Atomic Energy Commission (AEC).
The reviews performed for these products to make the certificates inactive were based on the information available, the previous reviews and approvals, and the historical use of the products (i.e., reports of failures or design problems, or the lack thereof).
In several instances, insufficient information was available to perform an adequate safety review.
In these instances, the certificates have been reissued based solely on the original AEC review and approval, and no additional safety review was performed.
