Inoperability of Containment Post LOCA Area Monitor Gentlemen:

Seabrook Station Technical Specification 3.3.3.1, " Radiation Monitoring-for Plant Operations," requires that two channels of the Containment Post LOCA Area Monitor be OPERABLE at all times. Contrary to this requirement, monitor 1-RM-6576B has been inoperable for a period exceeding seven days.

This radiation monitor was deenergized on September 2, 1989, to allow the installation of non-fuse dependent isolation devices in the communication loops of the Radiation Data Management System (RDMS) in accordance with condition 2.C.(3)b of Facility Operating License NPF-67. Additionally, as part of this design change, monitor 1-RM-6576B is being relocated. The plant has remained in MODE 3, Cold Shutdown, for the duration of this equipment outage. The monitor will be returned to service upon completion of this modification.
