Enclosed is a Revision 7 of the Emergency Plan for the U.S.
Geological Survey TRIGA Reactor (GSTR) Facility (License R-113, Docket 50-274). The plan was revised without prior NRC approval as permitted by 10 CFR 50.54 (q) . The revisions consist of the follcwing changes:
- 1. All figures (Fig 1-5) were updated with digitally scanned figures for better legibility and up-to-date maps.
- 2. The title " Management Of ficer" was replaced with either
" Operational Support Chief" or " Outreach Coordinator" to be consistent with recent reorganization of the region &1 offices OS the USGS. The Management Officer position no longer exists and the referenced duties now belong eicher to the Operational Support Chief (also known as Chief, Office of Program Support), or the Outreach Coordinator.
- 3. The term " health physics staff" on page 7 was replaced with
" health physicist". This is a clarification since there has always been only cne person on the facility's health physics /
staff.
- 4. The 5h paragraph of 3.1.1.2 (page 7) has an added sentence f that was moved up from section 3.1.1.3. This is a clarification since the sentence details a Reactor Supervisor responsibility, not a Reactor Health Physicist responsibility.
- 5. Section 3.2 on page 8 was changed to reflect the new name of I the coordinating hospital (University Hospital) and the new name of the local DOE facility (Rocky Flats Environmental Technology Site).
- 6. Sections 4.1 and 4.2.1 (pages 8 and 9) were revised to change
" notification of unusual event" to " unusual event".
- 7. Sections 4.2.1.4 and 4.2.2.2 (page 9) have added details to assist in the determination of radiological effluent doses at the site boundary.

- 8. Sections 4.4.1, 4.4.2, and 4.4.5.4 (pages 10 and 11), in four places, have the acronym " FPS" now used instead of " Federal Protective Service".
- 9. Sections 4.4.2, 4.5.3.2, and 4 5.3.3 (pages 10 and 14),
second paragraphs of al'1 sections, were changed to reflect the new hospital name.
- 10. Section 4.5.2.1, 2"d paragraph (page 13) changed, "Certain portable monitors are also available at the office of the Geological Survey Health Physicist which is located off site on the Federal Center" to now read, "Other portable monitors are also available from the Geological Survey's Regional Radiation Safety Officer." The change was made to clarify the title of the Radiation Safety Officer and to remove the distinction that the office is off site. In fact, at the current time the RSO office is on site.
- 11. In addition to the above changes, the Plan was reformatted and reprinted in its entirety.
These changes were reviewed by the facility's Reactor Operations Committee on May 1, 1998. The committee approved all changes as submitted herein. It is our belief that the changes submitted herein do not decrease the effectiveness of the Emergency Plan.
Revision 7 of the Emergency Plan will therefore be implemented on May 20, 1998.
