Enclosed is a letter from General Electric Company requesting an amendment 2)addanintermediateconsignee,(forfabricationpurposes)(Co-owner),
to export license XSNM01194 to 1) add an ultimate consignee and3) extend the expiration date.
Before taking action on this amendment request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.

Description of Facilities:
As currently described in paragraph 1 of the License.
Further information:
The License XSNM01194 Amendment No. 2 authorizes the export of 9,691.0 Kilograms of Uranium 235 contained in 377,600.0 Kilograms of Uranium, enriched to 4.0 W/O maximum.
A total of 3,188 Kilograms Uranium in the form of 3,616.6 Kilograms Uranium Dioxide Powder containing no more than 104 Kilograms of Uranium 235 enriched to a maximum of 4.0% W/O would be exported to the intermediate consignee.
This amount would be fabricated into fuel bundles with the ultimate destination Federal de Electricidad, for use in the Laguna Verde Units I and II Nuclear Reactors.
The customer, CFE of Mexico, and General Electric request this License amendment be extended from expiring on April 1, 1994 to April 1, 1999 in order to assure deliveries from the USA to Mexico.
When approved, this amendment would revise the parties and addresses of License ultimate consignee, intermediate consignee and the expiration date.
Your attention in this mattcr is most urgently requested.
