Dear Mr. Matthews:

We are currently involved in review of a cell design change to account for 50,000 cubic yards of additional contaminated material encountered at the Spook, Wyoming UMTRAP site.

It is our understanding, however, that the proposed design change was not formulated until after much of the additional material had been placed above the maximum elevation establf*.hed by the Remedial Action Plan (RAP).

The DOE QA audit program effectively identified this situation prior to completion of the project. However, this occurrence suggests the need for procedural changes to avoid an additional similar occurrence.

It is clear that there should be a process in place by which discovery of variations in the estimated quantity of contaminated materials triggers 00E consideration of alternate cell configurations. Since an unresolved reoccurrence of this type of problem could have an impact on future NRC concurrence in completion of a remedial action, our knowledge of this process is important. Therefore, we would appreciate information on the process by which quantity changes result in cell modification, an explanation of why that process did not work at the Spook site, and a discussion of any planned changes to the process to avoid reoccurrence.
