Mr. Davis:
This letter is in response to the inspection conducted by Messrs. R.
Lanksbury, R. Kopriva D. Miller, R. Paul, F. Maura and D. Jones on June 10 through July 24, 1989, of certain activities at LaSalle County Station.
Reference (a) indicated that certain activities. appeared to be in noncompli-ance with NRC requirements. The Commonwealth Edison Company response to the one Level IV Notice of Violation is provided in the Attachment.

10 CFR-30.41(a), " Transfer of Byproduct Material", states that'no licensee shall transfer byproduct material except as authorized pursuant to 10 CFR 30.41.
Contrary to the above, equipment contaminated with byproduct material was transferred to an offsite equipment repair vendor that was not authorized to possess the byproduct :naterial. The radioactively contaminated equipment was apparently sent to the vendor without performance of an adequate evalutation by the licensee to determine the radiological conditions of the egalpment before transfer.
CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED On June 9, 1989, a station health physicist and a corporate health physicist were dispatched to Brea, California (the offsite equipment repair vendor Paul-Henroe Enertech's location) to evaluate the situation.

hydraulic actuators from LaSalle County Station were found to be contaminated.
I Surveys of the benches, floors, office area and general access area indicated no spread of contamination. The equipment was packaged and sent back to the station as radioactive material.
The two health physicists discussed the I
radiological-surveys and the minimal risks involved with Paul-Munroe Enertech personnel. All Radiation Protection Technicians individually reviewed this i
event, including an inspection of the returned actuators with an emphasis on l
the importance of performing quality release surveys.
CORRECTIVE ACTION TAKJN TO AVOID FURTHER VIOLATION The Radiologically Controlled Area main access will be relocated to i
enhance the quality of release surveys.
This new location is more " user I
frieidly" because it is in the main flowpath as personnel exit the plant and red'2res the number of egress points to the environment by which materials could inadvertently be removed without a proper release survey.
The uncondi-tional release program will be revised to provide better traceability of release surveys.
The new program will include retention of all unconditional release cards.
In order to identify any additional radioactive materials which may have inadvertently been released from the Radiologically Controlled Area in the past (an additional concern addressed in the inspection report),
station personnel are performing a radiological survey with a high sensitivity instrument outside the plant proper. Any radioactive materials identified will be relocated to an appropriate storage area.
