Dear Dr. Hill:
I am responding to your' June 21, 1989 memorandum, in which you asked that draft guidance regarding consideration of global climatic change in environmental documents prepared pursuant to the National Environmental Policy Act (NEPA) be reviewed and that comments be proviaed.
We endorse the general concept of considering global climate change in the preparation of environmental documents. However, we believe that implementa-tion of this guidance should be a matter of agency discretion, as is pointed out in the draft on page 11, "[e]ach agency must exercise its own independent judgment and discretion to determine the extent to which it should assess gicbal climatic change in its NEPA documents."
You may be interested to know that the NRC currently requires consideration of the potential for changes in hydrologic conditions resulting from reasonably foreseeable climatic changes in its regulations relating to licensing disposal of high-level radioactive wastes in geologic repositories.

However, we believe that implementa-tion of this guidance should be a matter of agency discretion. As is pointed out in the. draft on page 11, "(e)ach agency must exercise its own independent judgement and discretion to determine the extent to which it should assess global climatic change-in its NEPA documents."
You may be interested to know that the NRC currently considers reasonably foreseeable climatic changes in its siting criteria for disposal of high-level radioactive wastes in geologic repositories.
