MINUTES OF MEETING WITH NUMARC TO DISCUSS STATUS OF THE 4
TECHNICAL SPECIFICATIONS IMPROVEMENT PROGRAM On May 10, 1989, the NRC staff. met with NUMARC to discuss the progress in developing the new Standard Technical Specifications (STS) and related issues.
NUMARC requested written confirmation of the NRC policy on fees for the review of_the new Standard Technical Specifications (STS) and " Lead Plant" license amendment requests that adopt each new STr. The NRC staff agreed to look into this matter.-
NUMARC.noted that technical changes'of a generic nature are (or will be) in the new STS submittals and that the industry considers these changes to be necessary.
The Westinghouse Owners Group emphasized its opinion that improving the technical content of the new STS should take precedence over the NRC's schedule for reviewing the new STS.
NUMARC reiterated and the staff confirmed the established policy that plant-specific implementation of the new STS will be on a " total package" basis and not on a
" pick and_ choose" basis.
NUMARC requested that copies of all STS related correspondence to any of the owner's groups and meeting minutes be passed to NUMARC for, distribution among the owners groups. The NRC staff agreed to this.
-The next meeting between NUMARC and the NRC staff has not been~ established.
