Dear Mr. Rooney:
Enclosed are two export license applications, XSNM02456 and XSNM02457, from Advanced Nuclear Fuels Corporation (ANF) for the export of low enriched uranium to West Germany. The.first application, XSNM02456, for 20,000 kilograms of uranium enriched to 5.0%, is for the return to Siemens AG Brennelementwerk Hanau (SBH) following purification at ANF. The second application, XSNM02457, for 200,000 kilograms of uranium enriched to 5.0%'will be used in the fabrication of fuel elements for use in light water reactors.
Letters of assurance are required that the material will be subject to all of the terms and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurance letters will be appreciated.
