The total cost ceiling of this task is

$69,088.00 of.which $63,676.00 presents the total estimated cost and

'$5,412.00 represents the fixed fee.

The following individuals are considered to be essential to the successful performance of this task order:

The contractor agrees that such personnel shall not be removed from the effort under the task order without compliance with Contract' Clause H.1, Key Personnel.

TASK DESCRIPTION FOR LICENSING TECHNICAL ASSISTANCE

'IN THE REVIEW OF BRUNSWICK STEAM ELECTRIC PLANT INDEPENDENT SPENT FUEL STORAGE INSTALLATION, DOCKET NO. 72-4, FIN L12459 1.0 Eackground Carolina Power and Light Company (CP&L) is submitting an application for a materials license, under the provisions of 10 CFR Part 72, to possess spent l

fuel and other radioactive materials associated with spent fuel in an l

independent spent fuel storage installation (ISFSI).

The ISFSI will be located on the Brunswick Steam Electric Plant site in Brunswick County, North Carolina.

It will utilire a dry storage concrete module system.

The Safety Analysis Report (SAR) and Environmental Report (ER) included in.

CP&L's application have been accepted for docketing should provide a j

satisfactory framework for the initiation of the detailed reviews.

2.0 Work Required This task is to provide licensing technical assistance to the NRC in its review of the ISFSI SAR submitted by CP&L. The scope of the review is thatwillclearlyd(disciplinary The review is a mult principally based on 10 CFR Part 72.

2.1 Etaffirg T he principal investigators represent the technical espertise provided by the Contractor and provide technical continuity during the entire review process.

They should have professional credentials in the technical areas assigned to them that will qualify them as expert witnesses for testifying at public hearings.

They should have a clear understanding of the depth of review generally required by the NRC and specifically required by the type of activity proposed by the applicant for the disciplines they represent.

In areas that can be best accompli %hed by less experienced personnel, the principal investigators may act as overseers, providing contractor quality a timely c on tr ol to task activities. The reviewers will be responsible for technical review of discrete areas within the entire review effort.

Reviews can be performed by any qualified support staff member, but may be performed by a principal investigator or even by the project manager.

T he re viewers who perf orm the actual work shall provide detailed technical records of the methods used to evaluate all aspects of their areas of responsibility. Upon completion of an evaluation, the reviewe-or responsible l

principal investigator will distill this record to suitable documentation for

- inclusion in NRC reports.

- 2.2 Scope The requirements of 10 CFR Part 72 will dictate the overall scope of the safety review. All evaluations performed by the Contractor should be based uper. i,1 filling specific requirements and criteria established in Subparts E and F of 10 CFR Part 72.

Within Division 3 Regulatory Guides there are applicable methods acceptable to the NRC for implementing some 10 CFR Part 72 requirements and criteria.

If adoptet Ly the applicant these regul'atory guides can be used to qualify discrete review areas.

Enclosed is a topical work breakdown structure for the safety review of a dry concrete module ISFSI. Far this task, the Contractor is not responsible for the review of 4.3 Safeguards, 4.4 Quality Assurance, 4.5 Emergency Planning and 5.0 Administration, but in responsible for all remaining areas shown on the work breakdown structure wi th the following en ception. '.The review of Chapter 7 of the applicant's submitted Safety Analysis Report will not be the contractor's responsibility.

The review of 1,.0 Site will conaist of assuring the range of site parameters developed and evaluated for the Brunswick site under Docket Nos. 50-125, and -324 are appropriately identified, summarized, updated and applied to the ISFSI.

It is not necessary to perform a basic reevaluation of site characteristics previously established by the Part 50 review.

T he review of those portions of 3.1 Fuel iransfer that take place within the reactor facility will consist only of assuring general compatibility for the reactor facility equipment and operations with ISFSI requirements.

The scope of this task does not include any participation in a public hearing nor any additional review effort that could evolve from such participation.

2.3 Schedule The following schedule is based on estimates of time intervals to accomplish st!ps in the review process through the NRC documentation stage review.

It applies to the safety review and to the environmental review.

However, the overall schedule is dependent on the applicant's response to NRC reauests for i n f or r.a t i on and any outstanding concerns.

3.0 Task Reports

Two types of reports are required; reports on discrete areas of review and, monthly reports identifying the overall progress of the task.

For each discrete review area., the Contractor shall provide details of the review method, requests for information in a form suitable to transmit to the applicant, and documentation summarizing the evaluation and findings suitable to include in NRC reports.

The last of these shall be submitted for each review task in draft and final form that is, for the safety review and separately for the environmental review.

Monthly reports shall be submitted in accordance with the terms and condition.

4.0 Travel It is espected that there will be monthly coordination meeting between the Contractor and NRC staff throughout the duration of the task.

This should be readily accommodated because of the prosimity of the Contractor's offices and NRC offices in Rockville, Maryland.

11 during the review process an area of review requires technical discussions between the Contractor and the applicant, the Contractor may be requested to attend meetings with the applicant.

It is anticipated this could involve three meetings at NRC's offices in Rockville, Maryland. Depending upon their area cf responsibility, it is espected that selected reviewers will make a siie visit associated with the safe.ty review.

n 5.0 NRC Furnished Materials T he NRC will furnish the Contractor copies of documents docketed ureder Docket No. 72-6, pertinent topical reports, NRC's CIS and SCR for Oconee and appropriate portions of cocket material.

7.0 Technical Direction L

John P. Roberts is designated the NMSS Project Manager.

Technical Instructions may be issued from time to time during the the duration of this task. Technical instructions shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance. Directions for changes in scope of work, ccst or period of performance will be coordinated through the NMSS Project Officer.

8.0 Level'of Effort The level of effort estimated for this task is approximately 0.5 staff years.
