Dear Mr. Mcdonald:
In response to your letter of February 28, 1989, the subject of Authorized Nuclear Inspector (ANI) harassment and intimidation has already received attention by the NRC, ASME, and the National Board and that effort should continue.
I believe that the proper forum to discuss this subject is the NRC/ASME/NB Coordinating Committee and I propose that the general subject of " third party inspections" be included on the agenda for our next meeting.
You ray recall that the related subject of auditing Inspection Agencies has also been discussed at past meetings.
(Refer to item 5 in the minutes of November 10, 1988 meeting).
I believe that the February 4, 1981 Exchange of Correspondence between the NRC, ASME, and the National Board established the principles and protocol under which our three organizations should function and I look forward to continued cooperation to improve the quality of our oversight of nuclear power plants.
