COMANCHE PEAK. STEAM ELECTRIC STATION (CPSES) l DOCKET NO. 50-445 DEFECTIVE SOLEN 0ID COIL LEADS SDAR: CP-88-37'(FINAL REPORT)
~ Gentlemen:
On' December 14, 1988. TU Electric notified the NRC, via letter logged TXX-89838, of'a deficiency involving ASCO solenoid valve coil leads which was conservatively classified as reportable under the provisions of 10CFR50.55(e).
The last: letter. submitted on this issue was TXX-89436, dated June 23, 1989.
This report is submitted to provide updated information regarding this deficiency.
TXX-88838: dated December' 14, 1988, indicated that reviews would be continued to confirm that the solenoid coils in-P.O. #665-70352 were the only solenoid coils at CPSES with defective lead wire.
Improper heat treatment of the coil assembly by ASCO was considered a possible cause for this deficiency.
Engineering inspection of twelve additional solenoid coil leads (purchased under P.O. #665-70352) found a lack of silver tinning and discoloration due to oxidation on some of the copper strands.
An inadequate. heat treatment of the coil assembly would have left tinning deposits inside the lead wire insulation and non-uniform tinning on all strands. ~No such defects were observed during the inspection of the lead wires. Thereft.e. this deficiency is not attributed to heut treating of the coil. assembly, but pre-existed in the lead wire procured by ASCO from a subvendor.
Additional inspections made by Engineering on two different purchase orders (P.O. #CPF-14118 and replacement P.O. #665-70795) identified no defects.

LBased on the above, it was concluded this deficiency exists only in the lot of 100 ASCO solenoid coils purchased under Purchase Order #665-70352.

of.the solenoid coils for installed solenoid coils which were received on P.O.
- 665-70352. The Class IE ASCO solenoid coils received on P.O. #665-70352 will be scrapped. This activity.is scheduled.to be completed prior to fuel load-e for Unit 1..
