SAFETY EVALUATION FOR GENERIC LETTER 83-28, ITEM 4.5.3 (REACTOR TRIP SYSTEP FUNCTIONAL TESTING FOR GE, CE, B&W, AhD K PLANTS) F0F COOPER NUCLEAR STATION (TAC NO. 53973)

The NRC staff has completed its review of Item 4.5.3, " Reactor Trip System functicnal Testing," in Generic Letter (GL) 83-28. With respect to Item 4.5.3, the licensee was to confirm that the reactor trip system testing intervals are consistent in achieving high reactor trip system availability. For item 4.5.3, the staff reviewed the Owners Group analyses, including the Ger.eral Electric Owners Group, and found that existing intervals are censistent with achieving high reactor trip system availability and are acceptable.

This cornpletes the staff's action for Item 4.5.3 of GL 83-28. Item 4.5.2 was previously reviewed by the staff and its acceptability was documented in our safety evaluation dated January 27, 1989. Copies of the staff's related safety evaluation and the Technical Evaluation Reports prepared by the staff's contractor, Idaho National Engineering Laboratory, are enclosed.
