50-374/96011 REGARDING SERVICE WATER TUNNEL SAFETY
CLASSIFICATION UPGRADE
Dear Mr. Kingsley:
This acknowledges receipt of your letter dated April 24,1998, notifying us of a planned change
to a commitment made in your letter dated December 20,1996, in response to issues identified
in NRC inspection report 50-373/96011; 50-374/96011. In your original response, you indicated
that the 36-inch pipes and the manual isolation valves to the service water tunnel would be
upgraded in safety classification. However, during the course of the evaluation of the upgrade,
you determined that the upgrade had no benefit since the evaluation revealed that the 36-inch
pipes were located downstream of the nonsafety-related, non-seismic traveling screens.
We have reviewed your change to the response originally submitted and have no further
questions at this time. This change will be examined during future inspections.

In the Reference 2 letter, LaSalle County stated that the 36-inch pipes and
the manual isolation valves to the Service Water Tunnel were being
,
upgraded in safety classification.

During the course of evaluating the upgrade, it was determined that the
I
upgrade had no benefit. The evaluation showed that the 36-inch pipes were
located downstream of the non safety related, non-seismic traveling water
screens. The traveling water screens are not supplied from essential
)
busses, which would result in their loss of function during a loss of offsite
power. Therefore, no credit is taken for the 36-inch pipes for supplying
safety related service water following a loss of offsite power event.
Additionally, the upgrade of the 54-inch CSCS Bypass line and associated
valve to safety related status is adequate to ensure a safety-related supply
of cooling water to the plant. Based on this, upgrading the commercial
grade components currently installed on the 36-inch inlet lines to the Service
Water Tunnel is not technically justified and LaSalle will not upgrade the
safety classification of the 36-inch inlet lines.
