SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
REPORT 50-482/98-99
Dear Mr. Maynard:
Enclosed for your review is the SALP report for the Wolf Creek Generating Station, for the period April 6,1997, through April 18,1998. A public meeting to discuss this report with you and your staff has been scheduled at the Dwight D. Eisenhower Leaming Center on June 17,1998, at 9 a.m. (CDT). During this meeting, you are encouraged and expected to candidly comment on our report. Although this meeting is a forum between Wolf Creek Nuclear Operating Corporation and the NRC, it will be open to observation by members of the public and other interested parties.
In accordance with NRC's policy, I have reviewed the recommendations of the SALP Board and concur with their ratings and views. The functional areas of Operations, Maintenance, Engineering, and Plant Support were each rated as Category 2, reflecting overall good safet/
performance.
In the Operations area, competent performance by the control room staff was noted during both routine and nonroutine activities. Improvements were noted in the formality by which control room activities were conducted. Management continued to work on establishing high performance standards at all levels of the Operations organization and then ensuring that these standards were applieo io all site activities.
Performance in the Maintenance area has improved, with the overall material condition of the plant considered to be very good. The skill of the individual craft continued to be noteworthy; however, during surveillance activities, there were a number of instances of procedural noncompliance and procedural inadequacy, problems noted in the previous SALP assessment.
Performance in the Engineering area improvea during this assessment period and was considered to be good, due in part to strong involvement of system and design engineers in maintaining system performance, improvements in engineering information systems, and thorough self-assessments. While initiatives were undertaken to sustain these performance improvements, inconsistency in the quality of support provided to operations and maintenance remains a challenge.

Wolf. Creek Nuclear Operating Corporation ' emergency preparedness area; however, the classification of emergencies, based on plant
' conditions, continued to challenge operators. Security continued to perform at a high level and improvement was noted in the area of fire protection.
- The ability to self-diagnose and correct problems was noted to be an area of site-wide focus.
Extensive training was provided to all site personnel as part of the overall efforts to reduce human performance orrors. The implementation of a Corrective Action Review Board has helped to improve the quality of corrective actions developed to address problem areas. While
, improvement initiatives in this area are apparent, the extent of their success has yet to be determined.
It should be noted that this assessment period was reduced to a 12-month period to evaluate the engineering performance shortcomings that were identified during the previous SALP report.
Also, two special inspections and three public meetings were held to focus on specific engineering issues. Altogether, this allowed the NRC to develop additional and timely insights.
