Gentlemen:

I 0n'May.3, 1989. TU Electric verbally notified the NRC of a potentially-

reportable deficiency involving the potential for the Main Steam Isolation i

Valves (MSIVs).to reopen after. initial closure. This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e).

Further. evaluation' is required to establish' the safety significance of this

. deficiency. The next report will be issued prior to Unit 1 fuel load.
