This letter refers to your April 11,1998 correspondence, in response to our April 6,1998 letter o
- and to the telephone discussion on April 22,1998 between you and Mr. Steven Courtomanche of this office. Thank you for informing us of the corrective and preventive actions documented in
' your letter. These actions will be examined c uring a future inspection of your licensed program.
In your April 11,1998 letter, you expressed confusion over receiving two rsports concoming your Aliquippa, PA facility.' The March 27,1998 letter transmitting the NRC Form 591 indicating that no violabons were identified referred to specifically-licensed actuties covered under NRC License No. 34-00811-04. It was determined during the March 26,1998 inspection that i
specifically-licensed devices were removed from % plant in the late 1980's according to plant -
personnel. Plant personnel believed that the Nucleonic Data Systems, Inc. (NDS) gauges, which were not removed from the plant, were covered under the above NRC license. However, the inspector determined that the NDS gauges were not listed an the NRC license but were distributed as generally-licensed r!avices. The April 6,1998 letter transmitting a Notice of l
Violation referred to generally-licensed activities covered under 10 CFR 31.5. NRC Region I staff informed you that NRC Region lll issued your specific NRC license. If you have questions concoming whether the NDS gauges should be included on your specific NRC license, you should contact the licensing staff of NRC Region ill for guidance.
